Findings also pertinent <br /> to demonstrated need regarding the City's adopted policy of low <br /> income and housing dispersal were included. <br /> Mr. Obie said in reading the staff notes and minutes, he assumed <br /> that because Lane County owned the property and was participating <br /> in the proposed development, that had nothing to do with annexation. <br /> Mr. Saul said insofar as the property represents a logical extension <br /> of the city limits, the fact that it is owned by Lane County and the <br /> Housing Authority has a project proposed for the property has no <br /> bearing. The only relationship noted was the urgency of the appli- <br /> cation. He said under R-1 zoning, mechanisms are available for <br /> increased density for control of subsidized projects. However, he <br /> noted if the proposed project were not developed publicly, there could <br /> be privately-sponsored development. In either case, the development <br /> would have to go through separate public hearings. The City's Joint <br /> Housing Committee has established a Design Review Committee, which <br /> includes a person from the Cal Young Nei0hborhood Group. <br /> In response to a question from Mayor Keller regarding capacity of <br /> the schools, Mr. Saul said District 4-J had indicated there was <br /> capacity at Willagillespie to accommodate school children at this <br /> time. However, he said if other proposed projects in the area <br /> were completed prior to this one, overporulation at the school might <br /> oc cur. In that event, the school district would bus students to other e <br /> schools. <br /> In rebuttal, Ms. Steveson said the housing project would not attract <br /> 25 new families in the area, but the families would in fact be resi- <br /> dents of Eugene. There is presently a considerable waiting list for <br /> this housing. Regarding taxes, she said the various agreements on <br /> the project would require the Housing Authority to make full payment <br /> of taxes. <br /> Public hearing was closed, there being no further testimony <br /> presented. <br /> Res. No. 3057--Recommending to Boundary Commission annexation of property <br /> located east of Willagillespie Road to the southeast of <br /> Willagillespie School was read by number and title. <br /> Mr. Hamel moved, seconded by Mr. Delay, that findings supporting <br /> the annexation as set forth in Planning Commission staff notes <br /> and minutes of November 20, 1978, be adopted by reference thereto; <br /> and that the resolution be adopted.
