He noted traffic problems would increase <br /> with this new development, and parking would be difficult. He said <br /> if Abbie Lane dead-ended and a cul-de-sac were formed, it would <br /> take some of his property. He also noted Willagillespie School is <br /> completely full and children would have to be bussed. <br /> James Sahr, 3275 Onyx, questioned whether or not the City Council <br /> should encourage 25 additional families to move into Eugene. He <br /> did not feel the community would be best served by attracting 25 <br /> more families. He also felt the site was not favorable regarding <br /> the size, financing, and lack of sewers. <br /> Paul Johnson, 127 Abbie Lane, said the Lane dead-ends on his property. <br /> He measured the property subsequent to Lane County's hearing and <br /> said north of the road, there is an area approximately 430 by 140 feet . <br /> available for development of this project. He noted any widening <br /> of the street on that side would be extremely expensive. He is a <br /> builder, and according to his calculations the development could not <br /> be completed for less than $800,000 to $1 million, with no complica- <br /> tions which might add to those costs. If access were to the east or <br /> south, it would directly affect his property and his future. He noted <br /> the School Board's policy of bussing children to other schools. If <br /> that policy were to change in the future, this property might be <br /> e available to the school for expansion. Also, he felt if Lane County <br /> sold the property, it would increase his property taxes. <br /> Regarding the traffic problem and the fact that this project may <br /> involve extension of Abbie Lane to the east, Mr. Saul said at this <br /> time, the City has no such plans. Regarding the status of Willa- <br /> gillespie Road and the effect of this project, he said there was a <br /> maximum potential of 25 units which would have minimal impact. <br /> The City does have an improvement project for Willagillespie Road <br /> scheduled for the 1979-80 construction year. Also, Lane County and <br /> the City will be working together to improve access to the overchange <br /> to Delta Highway. <br /> Regarding testimony that the annexation should wait until February, <br /> Mr. Saul said the only significance is when the Planning Commission <br /> will be initiating hearings concerning potential annexation of entire <br /> island areas, of which this is a part. However, the Planning Commis- <br /> sion determined that no purpose would be served to delay this parti- <br /> cular parcel as no better information would be available at that time. <br /> Delay in consideration of the parcel would have serious implications <br /> for funding sources for the proposed development. <br /> Regarding sanitary sewers, Mr. Saul said in the written findings, it <br /> was determined that sanitary sewers are available for service to <br /> this property and that is part of the cost of the development.
