Appointments to Boards/Commissions Mayor Keller has made the following recommendations for appointments for 1979: Plumbing Board (Council approval) Ken Hamilton (Contractor), 1430 Flintridge Court Term Ending 1/1/82 Mike Marczuk (Architect), 863 East 13th Reappointment for term ending 1/1/82 Warner Dallas (Journeyman), 110 Green Acres Road Reappointment for term ending 1/1/80 Robert Richmond (Public), 1509 Willamette Term ending 1/1/80 Electrical Board (Council approval Masonry Board e Sign Code Board of Appeals Marian Bowden, 4765 Brookwood Term ending 1/1/80 (unexpired term of Owen McCullen) Mildred Detling, 1428 East 21st Reappointment for term ending 1/1/82 Mr. Delay moved, seconded by Mrs. Smith, to approve the Council minutes as noted; adopt Resolution No. 3068; approve segregation of assessment as noted; and approve appointments to boards and commissions as noted. Motion carried unanimously. III. Civic Center: Consideration of Master Site Plan--Memo has been distri- buted to Council members, as well as additional materials in a separate packet. Mr. Don Lutes, of Lutes/Sanetel, Architects, gave a presentation on the master plan design concept. He presented aerial views showing traffic patterns connecting the major downtown centers, parking access and egress, and parking areas within a five-minute walk of the Civic Center site. The two layers for automobile parking can be constructed under the project blocks (holding approximately 1,000 cars) if financing is available. It is suggested that the performing arts center be on the western-most block, with the hotel development on the eastern-most block, in part, - 1/17/79--3 28
