Legislative Subcommittee Minutes--Minutes of January 23 and February 1, <br />1979. <br /> <br />Manager noted the January 23 Subcommittee had unanimously endorsed <br />positions taken. Council had reaffirmed those positions at its <br />January 24 meeting. <br /> <br />The February 1 Legislative Subcommittee meeting resulted in partial <br />disagreement on two bills: SB 64 and HB 2095. Manager said SB 64 <br />related to planning activity wherein the definition of quasi-judicial <br />hearings was being expanded and was to be introduced into legislation. <br />The staff indicated it did not feel this would be necessary. The <br />committee had voted 2:1 with Mr. Haws dissenting on the matter of <br />definition of quasi-judicial. Ms. Smith noted the Subcommittee was <br />asking for further clarification and definition. She said Paget Engen <br />would follow the bill and bring it back to the Subcommittee. Mr. Obie <br />suggested ratification of the minutes with the Legislative Subcommit- <br />tee to continue to watch this-partiCurarbill. --He noted-al$0-the-1/2--------- <br />vote split on HB 2095. Mr. Obie noted a mistake in the minutes as the <br />Subcommittee's official posture on SB 64 was to support the staff's <br />recommendation, not support the bill. <br /> <br />Ms. Smith moved, seconded by Mr. Lieuallen, to approve Legislative <br />minutes as amended. Motion carried unanimously. <br /> <br />C. EWEB Transaction--Map distributed. <br /> <br />- <br /> <br />Res. No. 3074--Authorizing conveyance of right-of-way 10 feet wide <br />by 2557 feet long located in vicinity of Interstate <br />5 and 1-105 Interchange, near Fairview Street was <br />read by number and title. <br /> <br />Ms. Smith moved, seconded by Mr. Lieuallen, to adopt the resolu- <br />tion. Motion carried unanimously. <br /> <br />D. Improvement Petition <br /> <br />Res. No. 3075--Authorizing initiating process for street paving, <br />sanitary sewer, and storm sewer construction in Jancey <br />Estates Subdivision (1647) was read by number and <br />titl e. <br /> <br />Ms. Smith moved, seconded by Mr. Lieuallen, to adopt the resolu- <br />tion. Motion carried uanimously. <br /> <br />E. Authorizing for Transfer of Funds (Resolutions distributed) <br /> <br />Res. No. 3076--Authorizing transfer of General Fund contingency <br />monies for addition to Metropolitan Area Planning <br />Advisory Committee budget was read by number and title. <br /> <br />e <br /> <br />Ms. Smith moved, seconded by Mr. Lieuallen, to adopt the resolution. <br />Roll call vote.
