Council Minutes of April 11, 1979 <br /> <br />Mr. Haws moved, seconded by Ms. Smith, that the minutes be <br />amended to insert the word parcel on page 11, paragraph 4, <br />line 7, reading, II. . . of a larger parcel during. . ..11 <br />Motion carried unanimously. <br /> <br />Mr. Delay moved, seconded by Ms. Smith, to approve Council <br />minutes April 11, 19~9, as amended. Motion carried unanimously. ~ <br /> <br />B. Charter Amendment: Whiteaker Neighborhood--Memo distributed. <br /> <br />Res. No. 3128--Approving and accepting amended Charter for Whiteaker <br />Community Council was read by number and title. <br /> <br />Mr. Delay moved, seconded by Ms. Smith, adopt Resolution <br />No. 3128. Motion carried unanimously. <br /> <br />III. Housing Dispersal Policy Plan--(Materials distributed.) <br /> <br />Manager said the 1979 Housing Dispersal Policy Plan Update is recom- <br />mended for the Council's adoption by the Planning Department and Joint <br />Housing Committee. The Plan Update has been reviewed also by the <br />Community Development Committee. The Update is a revision of the <br />Housing Dispersal Policy Plan and is intended to: 1) eliminate incon- <br />sistencies between the City policy and L-COG Housing Opportunity Plan <br />and State and Federal regulations; and 2) to provide more detailed <br />analysis of concentrations of low- and moderate-income families and <br />assisted housing. He introduced Jon Mills-Erickson, who described <br />the basic purpose of the Plan and noted the specific changes that had <br />been made. He said the basic purpose of the 1974 Dispersal Policy Plan <br />was to maximize housing choice for families of lower income and to avoid <br />the creation of large concentrations of households with low income. <br /> <br />e <br /> <br />4/18/79--2 <br /> <br />2.25 <br />
