<br />F. CETA Council <br /> <br />Manager noted CETA is forming a five-member private-industry council . <br />(PIC): five are assigned to the City of Eugene. Eugene has been <br />requested to submit names. There is very little time; the names are <br />needed by next week. <br /> <br />Mr. Randy Miller explained that there is a new Title VII~ Private <br />Initiatives Program. One of the prerequisites of getting into that <br />program is establishing a private-industry council, two members from <br />small business (fewer than 500 employees) one representative from <br />community-based organizations with a record of demonstrated effective- <br />ness with the business community, one member from an educational <br />agency or institution with a record of effectiveness in providing <br />education or vocation training oriented to the needs of the business <br />community, one member from apprenticeship training. The appointees' <br />names have to be back to the Employment and Training Division by 5 p.m. <br />on May 25. This item will be on the Council agenda next week and <br />in the ensuing week they will be recruiting and selecting candidates. <br /> <br />G. Meeting Schedule <br /> <br />1. Governor's Commission on Growth--May 16, 1979, 7:30 p.m., <br />Council Chambers. It will be a discussion of the T-2000 Plan. <br /> <br />II. ROUTINE ITEMS FOR COUNCIL APPROVAL <br /> <br />A. Council Minutes--May 2, 1979 <br /> <br />Mr. Delay moved, seconded by Mr. Hamel, to approve Council <br />minutes as noted. No. 3142--Concerning application of grant for Federal Environmental <br />Protection Agency funds to establish a Noise In Control <br />Progra~ <br /> <br />Manager noted that this is a Noise Control in Eugene Grant. The <br />Grant as outlined in the memorandum is for $54,000 a year, running <br />for two years. The matching money is $2,880. It would add two <br />Police personnel within the Patrol Division budget. <br /> <br />Dr. Doug Moore indicated that Federal funds were available and <br />noise was an increasing problem in Eugene. Mr. Hamel asked what <br />happens to the two positions at the end of two years. Dr. Moore <br />said they would like to add them to the roster. He said they give <br />the Federal government a good-faith intention, but a commitment to <br />hire is not necessary. Ms. Schue asked if it will affect the <br />Willamette Gut on weekend nights.
