<br />e <br /> <br />Mr. Delay moved, seconded by Ms. Smith, that findings suppor- <br />ting the rezoning as set forth in Planning Commission's staff <br />notes and minutes of May 1, 1979, be adopted by reference <br />thereto; that the bill be read the second time by council bill <br />number only, with unanimous consent of the Council; and that <br />enactment be considered at this time. Motion carried unani- <br />mously, and the bill was read the second time by council bill <br />number only. <br /> <br />Mr. Delay moved, seconded by Ms. Smith, that the bill be <br />approved and given final passage. Public Benefit Definition for Multi le-Unit Pro erty Tax Exem tion ram <br />Memo, resolution, and Standards and Guidelines distributed <br /> <br /> <br />e <br /> <br />Mr. Kupper said that this is a matter that the Council approved in <br />concept a month ago. He said that, in composition, the Project <br />Advisory Committee shall be comprised of five members--two from JHC, <br />two from Westside, Whiteaker, or West University Neighborhood, and one <br />from CDC. A preapplication procedure has been formed in order to <br />discuss public benefits prior to the development of a project. <br />Application fee will be increased to $350; developer will share cost <br />of architect's fees with City. Followingpreapplication meeting, <br />developer will file application for the actual abatement, review, and <br />recommendation of the Project Advisory Committee to JHC, and then to <br />Council. In answer to Mr. Delay's question as to including the <br />Renewal Area in the Exemption Program, Mr. Kupper said that there are <br />two considerations, one being that there is no Renewal Agency-owned <br />land for residential use, and that the tax increment for the Renewal <br />Agency is an important factor, and property tax abatement on Renewal <br />Agency land would run counter to the notion of trying to develop the <br />maximum tax increment. The entire Renewal Agency area is exempt and <br />recommendation will be made to include Renewal Agency area in the <br />abatement program. <br /> <br />Public hearing was opened. <br /> <br />Philip Gall, Architect, president of Southwestern Oregon American <br />Institute of Architects, noted that his executive committee supports <br />the bill, with a concern for quality housing and public benefit. <br /> <br />Steve Wood, 971 West 10th, member of JHC, referred to housing quality <br />issue. <br /> <br />Brad Perkins, 1691 Mill Street, feels that the guidelines suggest a <br />good way to work out problems between the developer, the community, <br />and the City officials.
