...
work on a pro-active basis with the neighborhood committees and
- groups. Mr. Delay's concern is that the project make a measurable
impact on crime control.
II. ROUTINE ITEMS FOR COUNCIL APPROVAL
A. Improvement Petition--(Affected property on petition: Sewers, total
square footage: 71,477 feet; square footage required: 50,29/ feet--.
70.4 percent; no City costs)
Res. No. 3170--Authorizing sanitary sewer construction within Hollycrest
Subdivision and within 160 feet of the southwest boundary
of Hollycrest Subdivision (Job No. 1640), was read by
number and title.
Mr. Delay moved, seconded by Ms. Smith, to adopt the resolution.
Roll call vote. Motion carried unanimously.
B. Approval of Minutes--June 6 and 11, 1979
Mr. Del ay moved, seconded by Ms. Smi th, to approve Council mi nutes
of June 6 and 11, 1979. Roll call vote. Motion carried unanimously.
III. REVENUE TASK FORCE RECOMMENDATION
(Report distributed)
e Manager submitted his recommendation to the Council defining the magnitude
of the problem, and pointing out specific project assignments as outlined
in hi s report. He suggested that the Mayor select a chairperson to the
task force and that eight other members be chosen by the Councilors. A
report should be compiled by the task force by November 1, 1979.
Mr. Delay and Mr. Lieuallen expressed concern that the Mayor would veto
suggestions from the task force, and Mr. Lieuallen requested that the
project be dealt with expeditiously and in an objective manner. Mayor
Keller feels that the project will be removed from the political arena.
He has a positive attitude toward the task force, and he will maintain
a compromising and open posture. He expressed concern about increased
property taxes, and the possible halt to federal revenue sha ri n9. He
does not support a revenue which will not provide additional funding
support to the City through inflationary times.
The Councilors were in favor of a long-range task force; however, there
was also a shared concern about the immediate budget increase problem.
Mr. Delay suggested that a short-term program be prepared by November for
review before the public. In response to Ms. Miller, Manager said that
the long-range funding problems will not be solved for the November
election but that, if a major revenue source is approved at or before the
May 1980 election, it will help the 1980-81 budget committee. Manager
does not think that the task force will solve this year's budget dilemma,
~ but feels that it will provide helpful data at the very least for the
Budget Committee.
6/20/79--3
3Jfo
