<br /> . <br /> Mr. Sam Sadler, 1991 Columbia Street, a member of the Fairmount ~ <br /> Neighbors Executive Committee, spoke on behalf of Fairmount Neighbors. e <br /> They endorse the overall budget but oppose the proposed modification <br /> for the intersection of 30th Avenue and Hilyard Street. He discussed <br /> reasons that were used to promote the project two years ago and felt <br /> that the reasons are weaker now. He said that there are alternate <br /> routes to alleviate traffic pressure, and that traffic may decrease <br /> with the rising cost of gasoline. LTD wants to provide a bus turnout <br /> on 30th Avenue, which can be done without widening Hilyard. <br /> The neighborhood group expressed a concern about the role of the 30th <br /> and Hilyard intersection in the overall design to create a circum- <br /> ferential route around the south of Eugene. They feel that it is <br /> unnecessary, because lilt is a necessary increment in a much larger <br /> design which has not been discussed." <br /> Public hearing was closed, there being no further testimony <br /> presented. <br /> Ms. Smith indicated that the 30th and Hilyard project will come back <br /> to the Council prior to expenditure of the funds. <br /> Mr. Obie said that the Minority Committee of the Budget Committee <br /> endorses Manager's recommendation. <br /> Ms. Smith moved, seconded by Mr. Hamel, to approve amendments to <br /> the 1979-80 budget. Roll call vote. Motion carried unanimously. <br /> C. Rezoning--from R-4 Highrise Multiple-Family Residential District to e <br /> C-2 Community Commercial District Property located at 1148 Ferry <br /> Street, between 11th Avenue and 12th Avenue on the west side of Ferry <br /> (U-Lane-O Credit Union) (Z 79-6) (Map distributed) <br /> Recommended by the Planning Commission by a 4:1 vote. <br /> Or. John MacKinnon, member Planning Commission, said that granting of <br /> the zone change does not change the use of the land. Applicant is <br /> able to proceed with building whether or not the zone change is <br /> granted. Extra commercial land is needed. Planning Commission feels <br /> that the changes maintain consistency of properties on either side. <br /> No ex parte contacts or conflicts of interest were declared by <br /> Councilors.
