Mr. Jim Bernhard, member of the Planning Commission, and architect <br /> representing U-Lane-O Credit Union, feels that the applicant is <br /> - concerned with transportation and the surrounding area, that the <br /> change is minor but that it brings about a positive use change. <br /> Applicant serves State employees, and is in a centralized location. <br /> The present building is overcrowded and a larger complex is needed. <br /> Those speaking in opposition to the rezoning were as follows: <br /> Liz Heath, 2229 Monterey Lane, Director of the Voluntary Action <br /> Center, renter in one of the buildings to be demolished, said that the <br /> buildings provide low-cost housing for human services agencies. <br /> Mr. Harold Lannom, 310 East 14th, Chairperson of West University <br /> Neighbors, referred to Sections 9.676(a), 9.676(b), 9.676(c), and <br /> 9.680. He feels that the plan is not in conformance with the General <br /> Plan, that the applicant has not established public need as required, <br /> other property is available, and that the interests of the City would <br /> be better served by granting or denying the request in full and not <br /> splitting the property so that part of it is zoned C-2 and part R-4. <br /> They do not consider parking lots "open space," because they will not <br /> provide a screen for traffic. He said that the Planning Commission <br /> vote was 4:1 and not unanimous, as the agenda reflected, and Manager <br /> concurred with Mr. Lannom. <br /> Mr. Bernhard said that the applicant serves 9,000 people, reflecting <br /> pub 1 i c need. The parking lot is in compliance with the Code require- <br /> e ments. The only commercial properties in the area were not obtainable <br /> for any pri ce. <br /> Public hearing was closed. <br /> CB 1915--Authorizing rezoning from R-4 High-Rise Multiple-Family Residential <br /> District to C-2 Community Commercial District property located at <br /> 1148 Ferry, between 11th and 12th on the west side of Ferry, was <br /> read by council bill number and title only, there being no <br /> Councilor present requesting that it be read in full. <br /> Ms'. Smith moved, seconded by Mr. Hamel, that findings supporting <br /> the rezoning as set forth in Planning Commission staff notes and <br /> minutes of May 21, 1979, be adopted by reference thereto; that the <br /> bill be read the second time by council bill number only, with <br /> unanimous consent of the Council and that enactment be considered <br /> at this time. <br /> Mr. Haws said that, if rezoning were allowed and applicant sold the <br /> property, what would be allowed under the zoning, and secondly, he <br /> inquired about the other available C-2 land.
