Supplemental Agenda--Manager announced there would be a supplemental <br /> agenda for this meeting to award bids for parking facilities, Bancroft <br /> improvement, and airport development bond sales. <br />H. Councilors' Goal-Setting Session--Manager announced again the Council <br /> Goal-Setting Session for Friday, September 21; Councilors will depart <br /> on the 20th and stay at the Country Place at McKenzie Bridge. Lists <br /> of agenda topics will be distributed in the Councilors' packets of <br /> September 7, after the lists have been reviewed with the department <br /> heads. Councilors agreed to meet with Don Murray in advance of the <br /> session to get consensus on items for the agenda. <br />r. Library Tour--Manager announced a Library tour before the Council <br /> meeting of September 12 to view the new circulation system and a <br /> presentation on proposed plans. Councilors are to meet at the <br /> Library at 10:30 a.m. <br />J. Flak Catcher Introduction--Manager Introduced Don Moloney, Fire <br /> Department, who will serve as flak catcher for the ensuing six months. <br />K. Report on Laurelwood Golf Course Contract--Manager announced a new <br /> contractual arrangement for operation of the golf course. Services e <br /> offered will be mainly as before, and the person chosen to operate <br /> it is Gary Dutell. Mayor Keller noted that $14,000 to $17,000 is <br /> scheduled for equipment and $8,000 to $11,000 for drainage systems. <br /> With the high cost of operation, he wonders if the contract can be <br /> realistically carried out. Mr. Obie said he has always had concerns <br /> about whether the City should be in the golf course business at all. <br /> He wondered about selling it and acquiring park land elsewhere. Mayor <br /> Keller added he would even favor looking for land to build a municipal <br /> 18-hole golf course. Doug Post, Parks Department, said that, to <br /> assist the individual contracted to run the operation, drainage <br /> improvements were included to facilitate more wintertime play. Also, <br /> they agreed that the operator should have improved equipment. <br />L. Re~ort On EQC Hearin~ on Airport Noise--August 9 report on airport <br /> nOlse regulations wrltten by Terry Smith, Environmental Analyst for <br /> the City of Eugene, was distributed to Council members. There have <br /> been staff hearings statewide on this subject. At such times, <br /> proposed rules which were developed by the Department of Environmental <br /> Quality were presented. More formal hearings were subsequently held <br /> on a revision of those rules.
