DISCUSSION OF LIBRARY AND OTHER MAJOR CAPITAL OUTLAY FUNDING SCHEDULES <br /> The projects were first discussed in May and it was determined that <br /> further discussion should take place after the budget passed. The ques- <br /> tion now becomes whether to place any of the projects on the November <br /> ballot. Staff feels that, given property tax situations at present, the <br /> timing is bad. October 2 is the last date to get anything on the November <br /> ba 11 ot. Ms. Smith wondered if further discussion on the projects could be <br /> held at the Council Goal Session on September 21. Mr. Lieuallen felt <br /> that, since the Library is a most popular service, it should perhaps be <br /> considered separately because it is so unique. Mr. Obie said he would <br /> like staff to prepare a financial impact statement, including additional <br /> operating costs, on any general obligation bond capital projects. Ms. <br /> Schue said she wanted to know what else would be on the November ballot, <br /> and Ms. Engen, Policy Analyst, said there are no requests to date. <br /> Mr. Delay said his sense is that the capital outlays are dragging a bit <br /> be hind. He feels a look should be taken not only at the debt service <br /> impact for the Library, but also at what kind of debt service problems <br /> will be faced in dealing with a lot of the capital needs and how they <br /> relate to the debt service versus the assessed valuation. He wondered <br />e if the City would soon be caught up in parkland acquisition for accommo- <br /> dating the acres per capita for the community with conversion of the one <br /> serial levy. Mr. Drapela, Parks Director, said they are closing in on <br /> that standard very nicely. They are acquiring substantial parcels, but <br /> the question is how to measure that standard by comparing a ridgeline <br /> acquisition against activity use areas which the ridgeline is not. It is <br /> necessary to be careful when judging in terms of what type of space and <br /> how it is used. <br /> Manager said that, by next week, preliminary estimates can be provided on <br /> the overall impact of the debt service for the major items listed. He <br /> also mentioned that on the Delta ponds a formal agreement has been reached <br /> with Mr. Altucker on the purchase of the first phase--Parcel A. On the <br /> other section, he thinks they will be able to obtain an option on about 50 <br /> acres.
