Property located south of Martin Drive between West <br /> Amazon Drive and Center Way from County AGT Agricul- <br /> tural, Grazing, and Timber-Raising District to City <br /> R-1/PD Single-Family Residential District with Planned <br /> Unit Development procedures. and R-1 Single-Family <br /> Residential District (Frank Anderson) (AZ 79-8) (Map <br /> Distributed) <br /> Mr. Saul, Planner, said the Anderson property involves 42 acres south <br /> of Martin Drive. It also involves a 135-acre tract owned by the City <br /> of Eugene which will be incorporated into the Ridgeline Park system. <br /> Diane Nechak, Boundary Commission, had requested the City property be <br /> included in the annexation. She has been working with rural fire <br /> departments establishing reasonable boundaries in the area, and she <br /> felt it would be an appropriate inclusion. <br /> Mr. Saul said there were concerns expressed as follows: There had <br /> been a concern by some residents north of the property about the <br /> effect on drainage problems on their own properties; however, there <br /> will be extensive review of any drainage provisions made after annex- <br /> ation, at the time the developed proposal is submitted. That would <br /> be a specific reason for requiring that PUD procedures be followed. <br /> A concern was also expressed whether access through the property would <br />e be through Martin Drive or from the south via West Amazon Drive. <br /> Access would have to be provided in sequential fashion. No determin- <br /> ation has been made yet as to whether West Amazon Drive would be <br /> maintained. <br /> Public hearing was opened. <br /> Douglas Melevin, 59 East 14th Avenue, asked that their petition for <br /> annexation/rezoning be incorporated by reference thereto into the <br /> record. <br /> Public hearing was closed. <br /> Res. No. 3251--A resolution forwarding recommendation to the Boundary <br /> Commission for annexation of property located south of <br /> Martin Drive between West Amazon Drive and Center Way <br /> to the City of Eugene and the Lane County Metropolitan <br /> Wastewater Service District was read by number and title. <br /> Mr. Delay moved, seconded by Ms. Smith, that findings supporting <br /> annexation as set forth in Planning Commission staff notes and <br /> minutes of September 4, 1979, be adopted by reference thereto, and <br /> that the resolution be adopted.
