Designation of members of the Assessment Panel--Manager suggested, <br />in order to avoid appointment of another subcommittee, the members <br />of the Assessment Panel be used to hear exemption requests to the <br />moratorium ordinance. <br /> <br />- <br /> <br />Ms. Smith moved, seconded by Mr. Lieuallen, to designate the <br />members of the Assessment Panel to hear exemption requests to the <br />moratorium ordinance. <br /> <br />Mr. Lieuallen suggested the Condominium Conversion Study Task <br />Force hear the exemption requests, as they are more familiar with <br />and involved in these issues. He asked for a response from the <br />Study Task Force members. <br /> <br />Mr. Delay responded that the Study Task Force was very busy working <br />on the long-term solution. He felt there were set procedures and <br />guidelines that are to be followed. Each case would be considered <br />on its merits within those procedures and guidelines to determine <br />hardship and, therefore, Study Task Force members are not better <br />equipped than other Councilors to handle these cases. He preferred <br />the members of the Assessment Panel hear the individual cases. <br />Ms. Smith supported Mr. Delay's comment. <br /> <br />Motion carried unanimously. <br /> <br />II. Approve Council Minutes of January 2, 1980 <br /> <br />Ms. Smith moved, seconded by Mr. Lieuallen, to approve <br />Council minutes of January 2, 1980. <br /> <br />e <br /> <br />Motion carried unanimously. <br /> <br />B. Call For Public Hearings <br />1. Easement Vacation for L. J. Campbell (EV 79~12) (Map distributed) <br /> <br />CB 2049--Call for public hearing for February 20, 1980, re: vacation <br />of a 10'-wide by 553.5'-long bike/pedestrian easement located <br />east from Spyglass Drive south of Fairway View Drive. <br /> <br />Ms. Smith moved, seconded by Mr. lieuallen, that the bill be read <br />the second time by council bill number only, with unanimous <br />consent of the Council, and that enactment be considered at this <br />time. Motion carried unanimously, Mr. Obie abstaining, and the <br />bill was read the second time by council bill number only. <br /> <br />Ms. Smith moved, seconded by Mr. Lieuallen, that the bill <br />be approved and given final passage.
