Boundary Commission Funding--Mr. Obie asked for council reaction <br />to the letter recelved from State Senate President Jason Boe regarding <br />funding for the Boundary Commission. Mr. Henry stated that the <br />letter is a request for support to continue the local boundary change <br />process in an unimpeded manner. The legislature of 1979 had provided <br />funds for one year of operation of boundary commissions with the <br />understanding that local governments within the commissions' jurisdic- <br />tions would provide funds for the second year. RecentlYt the Emergency <br />Board ratified this position by refusing to approve a boundary commis- <br />sion request for second-year funding from the Emergency Fund andt at <br />the April meetingt the Emergency Board allocated funds for the boundary <br />commissions to operate only until July 1980t and directed the commis- <br />sions to seek local support in the form of monetary or in-kind contri- <br />butions. The letter received is a request for that support. Spring- <br />fieldt Cottage Grovet and other cities are favorable but Lane County <br />is not. He stated that someone would need to approach the County to <br />see if their position could be changed. Mr. Obie stated the other <br />alternative would be to not involve Lane County. Mr. Henry stated <br />there could be legal/political implications with this. Mr. Obie <br />stated we need to express our willingness to pay our own share. <br /> <br />Ms. Schue stated agreement with Mr. Obie and noted this would be <br />approximately $4t500 and the City of Eugene should pay regardless of <br />what the County does. Ms. Miller said that the council could ask the <br />other jurisdictions to also request that lane County participate or <br />the other jurisdictions could split up the County share. <br /> <br />Mr. Obie asked that this item be placed on the agenda for next week <br />with a breakdown of the cost and who was willing to contribute how <br />much. July 1 is the deadline. Mayor Keller stated that a letter <br />could be sent to the CountYt stating that the City would finance <br />its fair share. Mr. Obie stated he feels it would be good to encour- <br />age other cities to encourage the County's participation. <br /> <br />Liability of People who Irresponsibly Set Fires--Mr. Henry noted a <br />memo had been recelved by the council from Martha Walterst Assistant <br />City AttorneYt regarding this question. <br /> <br />1. <br /> <br />tit <br /> <br />J. Mount St. Helens Emergency Plan and Task Force--Mr. Henry stated <br />an emergency plan had been devised by the Mount St. Helens Emergency <br />Task Force and it had been distributed to the councilors. <br /> <br />K. Mount St. Helens Temporary Housing--Mayor Keller stated that com- <br />munication has been received from Shirley Whitehead expressing con- <br />cern for those uprooted from their homes due to the eruption of Mount <br />St. Helens. She is asking that the City of Eugene provide temporary <br />housing for those in need.
