June 23, 1980 <br /> Adjourned meeting of the City Council of the City of Eugene, Oregon, was called <br /> to order by His Honor Mayor Gus Keller, in the Council Chamber, at 7:30 p.m., <br /> June 23, 1980, with the following councilors present: Betty Smith, Scott <br /> Lieuallen, Brian Obie, D. W. Hamel, Gretchen Miller, and Emily Schue. Councilors <br /> Eric Haws and Jack Delay were absent. <br /> . <br /> I. PUBLIC HEARINGS <br /> A. Consideration of Permanent Street Closure of 14th Avenue Between <br /> Hayes and Garfield Streets (memo distributed) <br /> Mr. Henry stated that the initial request for closure of 14th Avenue was received <br /> in August 1975, but it was denied based on low-traffic volumes and because it <br /> was the only street in the local area exiting to the west. In August 1978, <br /> area residents requested that the Public Works Department reconsider the closure <br /> of 14th Avenue between Hayes and Garfield. There was a traffic study done which <br /> indicated little change from 1975 and the request was again denied. However, <br /> this decision was appealed by residents and the Public Works Department agreed <br /> to a trial closure which was installed on May 3, 1979. A majority of the <br /> residents are in favor of permanent closure. He indicated Joe Hessler, Public <br />- Works Department, was available for questions. <br /> Public hearing was opened. <br /> Speaking in favor: <br /> John Wesley, 2027 Garfield, stated he is chairperson of the Far West Neighbor- <br /> hood Group. The executive committee of the Far West Neighbors, as well as other <br /> residents of the area, are in favor and have noted great improvements since the <br /> barricade was installed. The street is not paved and dust has been a problem. <br /> The street is safer now and they would recommend that the closure be made <br /> permanent. <br /> There being no further testimony, public hearing was closed. <br /> Ms. Smith moved, seconded by Mr. Lieuallen, to recommend permanent <br /> street closure of 14th Avenue between Hayes and Garfield Streets. <br /> Roll call vote; motion carried unanimously. <br /> B. Request for Historic Landmark Designation <br /> Mr. Henry noted that four historic landmark designation requests will be con- <br /> sidered and public hearing will be held on all of them together.
