<br />I <br />I <br />I <br />! . <br /> ~ <br />Ms. Rees stated that the four landmark designation requests were for: the <br />Tiffany Building, the former Alpha Tau Omega House, the Eugene Mill and Elevator <br />Building, and the Hayse Blacksmithing Shop. . <br />Ms. Rees stated the Tiffany Building request has been initiated by the owner <br />and has met five criteria in their application. She presented slides showing <br />the various stages of the building's development. The owner, Mrs. Ada Lee, is <br />interested in restoring the building's lower level. This building was once a <br />major department store and is an important example of commercial architecture <br />in the City of Eugene. <br />Ms. Rees stated that the Alpha Tau Omega House request was initiated by the <br />Histqric Review Board for the West University Neighborhood Association since <br />they felt it would be more likely to be renovated if it were designated a <br />historic landmark. It has met three criteria for designation. This designa- <br />tion request is based on its unusual use of materials since it is constructed <br />primarily of concrete blocks. It was also one of the first fraternities in <br />Eugene. <br />Ms. Rees stated that the Eugene Mill and Elevator is located on the east end of <br />Fifth Avenue, just across High Street. This request was initiated by the <br />Historic Review Board at the request of the Whiteaker Neighborhood and is based <br />on four criteria. This building has been associated with many important people <br />and is the last of the Millrace industries. The style of construction is called <br />crib construction and it is unusual. <br />Ms. Rees stated that the Hayse Blacksmithing Shop, located at 357 Van Buren, was <br />requested by NEDCO in concurrence with the owner. Originally, the request for <br />landmark designation for this building was denied, but staff and board have - <br />reconsidered due to subsequent material submitted. This request is based on <br />five criteria. <br />No ex parte contacts or conflicts of interest were noted. Staff notes and <br />minutes,were entered into the record. <br />Publi~ hearing was opened. <br />Speaking in favor of the designation for the Tiffany Building: <br />Ken Nagao, 1545 Bond Lane, stated this building is listed on the Statewide <br />Register of Historical Buildings. It is a simple building designed in the <br />Chicago commercial style, and was a department store at one time. <br />Speaking in favor of the designation for Eugene Mill and Elevator: <br />Allan Boner, 245 Pearl, showed slides of the building. He noted this building <br />was important due to its position in the city along the Millrace, which was the <br />source of power at that time for industries. It is the only remaining industry <br />there. This is a symbol of the east Skinner Butte neighborhood. The building <br />has been neglected, but it has' served as a buffer next to the freeway. <br /> , <br /> - <br /> 6/23/80--2 <br />
