Ms. Miller indicated that if the appeintments were made next week, <br /> they would be timely., <br /> Mr. Delay stated that he would like te be brought up to date en what the <br /> task force will de or study. He stated there seem te be twe questions <br /> which would require much energy te deal with: 1) what represents a <br /> sufficient level of industrial land inventory; and 2) if industrial land <br /> inventery will not be sufficient as indicated in the Metre Update, where <br /> one will get more. The time frame must be established. He asked if the <br /> study will take a leng time, whether the plan could be amended later so as <br /> not te tie up the entire process now. He asked if the study could be done <br /> after cencurrence on the plan is reached. Mayer Keller stated that the <br /> majer concern seems te be regarding the mechanism used in arriving at a <br /> figure for an industrial land inventery needed within the urban growth <br /> boundary. The request is to study the mechanism used to develop the <br /> criteria, making sure what types of acreage are available and indicating <br /> where the sites will be. Rating of the sites has been discussed. The <br /> request was for a six-menth study which would mean that it weuld not be <br /> very cemprehensive. Perhaps this ceuld be done within that time frame if <br /> one focuses only on industrial lands. <br /> Ms. Miller indicated that the lack .of cemmunication stems from talking <br /> about twe different kinds of studies. Either it could be a quick study to <br /> review what has already been assembled .or it could be a long-term study <br />e similar te the refinement plan process which could be productive and <br /> accomplish better cemmunicatien and cempromises, but it is not possible to <br /> wa it that long. Springfield is anxieus that acknowledgment of the plan <br /> net be held up. There must be agreement on the kind of study. Mayer <br /> Keller stated that on October 14, the County Commissicners may adopt the <br /> City's urban growth boundary. <br /> Mr. Lieuallen stated that prepenents for expanded allecations of indus- <br /> trial land are concerned about the precess used for projecting data. He <br /> asked if it would be feasible for staff to review and report back to the <br /> council the process used. If staff feels cenfident abeut that process, <br /> then Mayer Keller and Ceunciler Miller need te knew that. <br /> Mr. Delay stated that he shares the concerns .of Mayor Keller and Counciler <br /> Miller. Agreement should be reached en how cemprehensive a study this <br /> would be but it will take time. This is a 20-year plan which is updated <br /> ten years inte it. Due to this disagreement, develepment in the metro- <br /> politan area would be stopped--a result that ne one wants. It is time <br /> peeple realized this and he hepes they will take the message back te the <br /> next meeting. Perhaps the next meeting can bring some agreement. <br /> Mayor Keller requested that recommendations to the task force be given <br /> te either him .or Councilor Miller prier to action at next Wednesday's <br /> council meeting. <br />e <br /> 10/1/80--3 <br />
