Roll call vote; motion carried unanimously with Mr. Obie <br /> abstaining. <br />Council Bill 2205 was read the second time by council bill number only. <br /> Ms. Smith moved, seconded by Mr. Lieuallen, that the bill be <br /> approved and given final passage. Roll call vote; all councilors <br /> present voting aye with Mr. Obie abstaining, the bill was declared <br /> passed and numbered 18713. <br />IV. CONSIDERATION OF MEDICAL SERVICES, INC., AMBULANCE RATE INCREASE <br /> REQUEST (memo distributed) <br />Mr. Henry stated that this was discussed at the October 13 council meeting. MSI <br />is asking for a 30-percent increase in the base rate charge and over 20-percent <br />increase in other charges. As of October 13, they had not received enough e <br />financial data to support the request. More information has arrived since <br />October 13 and the task force met October 14 to discuss the rate increase. They <br />declined, 4:3, to recommend supporting the rate increase. Springfield supported <br />the rate increase so MSI would have this commitment in order to present their <br />case to the bankruptcy court. Opposition came from Eugene, the State, and <br />medical representatives primarily because of lack of information. Originally, <br />Wes Morgan, President of MSI, indicated that the decision by the council must be <br />made by October 22. Information has been requested and is beginning to come in. <br />There is not enough information to know how the organization will function and <br />personnel costs will be assigned. Complications were explained at the October <br />13 meeting. He suggested that representatives of MSI and others be allowed to <br />testify. He woul~ like to see the decision reached on October 22. <br />Mr. Delay stated that he would support Mr. Henry's recommendation to delay the <br />decision until the 22nd. There is a need for as much information as possible <br />before a decision is made. Because of inadequate information, no motion could <br />be passed at the task force meeting yesterday. Lee Zimmerman feels that any <br />recommendation should have a commitment to a certain service level.
