PUBLIC HEARING <br /> - <br /> A. Alley Vacation for Fifth Street Public Market partnership <br /> (AV 79-2) (map distributed) .',' <br /> Mr. Henry stated that this had been called for an earlier hearing but different <br /> easements were to now be retained that were not mentioned in the advertisements <br /> so the hearing was called again for today. Staff has worked closely with EWEB. <br /> The price for payment or the easements was agreed upon. He introduced Jim <br /> Croteau, Planning, to provide background information. <br /> . <br /> Mr. Croteau stated that this alley vacation is bounded by Pearl and High streets, <br /> and 5th and 6th avenues. It includes a 14-foot-wide alley running east-west, <br /> 160 feet in length, and a 14-foot-wide alley running north-south, also 160 <br /> feet in length. Retention of public utility easements was not mentioned in the <br /> ads previously. Concerns regarding bicycle an9 pedestrian access and vehicle <br /> turnaround noted in the public hearing have been considered. The developer will <br /> dedicate a 12-foot-wide strip to provide a turning radius. He stated that he <br /> could answer questions. <br /> Ms. Miller asked if part of this project resulted in paving or other improvements. <br /> Mr. Croteau stated that expansion of the Fifth Street Market will provide for <br /> e certain improvements. There will be a skybridge. The north-south alley will <br /> remain open for access. Ms. Miller asked if the other public rights-of-way will <br /> be paved. Mr. Croteau indicated that the applicant may be able to respond. <br /> Public hearing was opened. <br /> Norm Foqelstrom, Fifth Street Market, stated that the north-south alley would be <br /> paved In brlck with plantings with shop entries on the west side of the building. <br /> The remaining east-west alley is paved on the west end and a turning radius will <br /> be paved. He was unsure of the south portion of the north-south alley. There is <br /> some work to be done here and he feels that the City will pave the area and the <br /> businesses will be assessed. Ms. Miller asked if the east end of the east-west <br /> alley will stay as is and be open to traffic. ~1r. Fogel strom stated that it <br /> would be left open for smaller trucks with a nine-foot clearance under the <br /> bridge. They are trying to ease delivery routes in that area by having some <br /> other loading areas. This wil,l allow room for pedestrian use.
