Once the task force has approved the proposal, it will be <br />forwarded to the Eugene and Springfield city councils and to the Lane County <br />Board of Commissioners. Ms. Smith said that she is requesting consensus <br />from the council for pursuing the legal avenues that might be available with <br />the Department of Environmental Quality (DEQ) regarding funding allocations. <br />The Wastewater Commission is not looking for new money, but is pursuing efforts <br />to obtain funding through administrative routes. Ms. Smith said that the <br />Springfield council has given consensus to pursue this avenue. The Lane County <br />Commissioners, with one IInoll vote, gave consensus to proceed also. Ms. Smith <br />noted that Bill Pye, Executive Director of the Metro Wastewater Commission, <br />was also present. <br /> <br />Mr. Lindberg felt that this was very important and supported doing whatever can <br />be done to secure the funding. Mr. Lindberg asked Ms. Smith about the potential <br />for obtaining Federal funds. Ms. Smith replied that it does not appear very <br />positive. She said that the task force is proposing hiring a lobbyist in <br />Washington, DC, to help work on obtaining funding. <br /> <br />Ms. Miller said that since no other councilors had asked to comment on the issue <br />at this time, she assumed there was consensus to proceed as outlined in the <br />proposal. Ms. Smith asked councilors who had questions on the proposal or who <br />would like to help in the lobbying efforts to contact her. <br /> <br />Ms. Wooten arrived at the meeting. Mr. Gleason requested that the council move <br />directly to the agenda item on calling a special election for June 30, 1981. He <br />explained that Councilor Wooten was ill and had come to the meeting for a brief <br />time to give the council the quorum necessary to vote on the council bill with <br />an emergency clause. <br /> <br />II. CALLING A SPECIAL ELECTION FOR JUNE 30, 1981 <br /> <br />Mr. Gleason introduced Warren Wong, Financial Services Director. Mr. Wong said <br />that Resolution 3518 expressed the intent of the council to levy a property tax <br />of $188,666 in the Downtown Development District for the free parking program. <br />Resolution 3519 expressed the intent of the council to levy a property tax of <br />$1,260,185 to fund the Tier II budget. Mr. Wong noted that this figure repre- <br />sented a decrease from the budget committee recommendation of $1,295,767. Mr. <br />Wong said that Council Bill 2302 is a request to place the measures on the <br />election scheduled for June 30, 1981. <br /> <br />Res. No. 3518--A resolution referring Measure No. 51 to the legal voters <br />of the City of Eugene authorizing the City to tax owners of <br />property within the Downtown Development District $188,666 <br />outside the constitutional six percent limitation for <br />1981-82. <br /> <br />Ms. Smith moved, seconded by Mr. Hamel, to adopt the resolution. <br />Roll call vote.
