Mr. Lindberg noted that there are two neighborhood groups in his ward and they <br /> ~ are looking at fund-raising mechanisms since Federal funds are being cut back. <br /> e Robert Jordan, 2360 Haig, thanked the City staff and those in the ABC group. <br /> The Bethel Triangle is unique, with certain aspects similar to inner-city and <br /> other aspects similar to rural areas. They have different problems than the <br /> Active Bethel Citizens' group. The neighborhood group has opportunities with <br /> nearby work places and opportunities for industrial cooperation. Over the last <br /> year, they have been involved in park development, historic rehabilitation <br /> efforts for the old Bethel School, and have worked on a refinement plan inde- <br /> pendent of ABC's. Also, they have put out a monthly newsletter. These actions <br /> prove their stability. <br /> Res. No. 3596--A resolution approving and accepting the Active <br /> Bethel Citizens' amended charter. <br /> Ms. Miller moved, seconded by Ms. Smith, to adopt the resolution. <br /> Roll call vote; motion carried unanimously. <br /> Res. CONSIDERATION OF AMENDMENT OF AIRPORT RULES AND REGULATIONS (memo, <br /> guidelines distributed) <br /> e Mr. Gleason introduced Bob Shelby, Director of Aviation. <br /> Mr. Shelby stated that last spring, Federal employees in the control tower had <br /> asked for clearer guidelines regarding free speech at the airport. At the <br /> July 29, 1981, City Council meeting, additional work on the proposed rules and <br /> regulations was suggested to address certain constitutional issues. That work <br /> has been completed. The Airport Commission recommends approval. <br /> Ms. Miller stated that she would like to delay this item for two weeks since <br /> she has not had a chance to review it. She would urge the council to authorize <br /> Mr. Shelby to proceed with existing rules. <br /> Ms. Schue and Ms. Smith noted agreement with Ms. Miller's comments. <br /> Mayor Keller stated that council consensus was that this item be rescheduled to <br /> appear on the council agenda in two weeks. <br /> The meeting was adjourned to October 21, 1981. <br /> , City Manager <br /> .
