January 10, 1977 <br />'--- <br /> The regular meeting of the Common Council of the City of Euqene, Oregon was <br /> called to order by His Honor Mayor Gus Keller at 7:30 p.m. on January 10, 1977, <br /> in the Council Chamber with the fOllowing Council members present: Eric Haws, <br /> Tom Williams. D. W. Hamel, Ray Bradley, Jack Delay, Scott Lieuallen, Brian <br /> Obie, and Betty Smith. <br />I-A-l I--Election of Council President and Vice President <br /> A. President--Mr. Obie moved, seconded by Mr. Williams, that Councilman <br /> Eric Haws be elected President of the City Council of <br /> Eugene for the year 1977. Motion carried with all members voting aye <br /> except Councilman Haws abstaining. <br /> B. Vice President--Mr. Obie moved, seconded by Mr. Williams, that Council- <br /> man D. W. Hamel be elected Vice President of the City <br /> Council of Eugene for the year 1977. Motion carried unanimously. <br /> Councilman Obie indicated his purpose for voting for Councilman Haws <br /> and Councilman Hamel to be officers of the City Council was that it <br /> has been a Council tradition to have people with experience and various <br /> philosophies serving as officers of the Council. <br />~I-A-2 II--Public Hearings <br /> A. Annexation of parcel between Augusta Street and Laurel Hill Drive, south <br />'--- of 25th Avenue (M 76-12) <br /> The Manager in his background information indicated that this request <br /> for annexation to the City of Euqene would be a parcel consisting of <br /> approximately 25.8 acres. The property of the request is contiguous to <br /> the existing City limits on the the northwest. All of the property in- <br /> volved in the request is vacant, the majority of the property is zoned <br /> County AGT with the exception of the property just east of Augusta Street, <br /> which is zoned RA. The abutting development includes vacant property in <br /> the County to the east and south, the Laurel Hill Elementary School to the <br /> northwest and the remaining land in the city to the north and west develop- <br /> ed in scattered residential use. The stated intent of the annexation is <br /> to develop the property in low-density residential use. The Manager in- <br /> dicated that the Planning Commission had given approval for the annex- <br /> ation at its November 22, 1976, public meeting. <br /> Mr. Jim Saul, Planning Department, indicated that the property is <br /> within the projected urban service area. The adopted South Hills Study <br /> defines the ridgeline as the maximum extent of the urban service area <br /> of this city. The ridgeline, as defined in the South Hills Study, is <br /> located approximatly 2,300 feet south of this request and about 1,800 <br /> feet to the east. He also indicated that the various referral agencies <br /> indicate that an urban level of public service can be extended to the <br />,_ subject property, including sanitary sewers, the park area south of the <br /> 1/10/77 - 1 <br />'-- <br /> I <br />
