Mr. Saul indicated, based upon the above facts, that the area <br /> of this request is located within the urban service area and a full <br /> range of urban services can be extended to the subject property. The <br /> Pl anni ng Commi ss i on Staff is of the opi ni on that thi s request repre- <br /> sents a logical sequential and expansion of this property. Mr. Saul <br /> also indicated that testimony received from the Laurel Hill Neighbor- <br /> hood Group showed concern over the type of development that might be <br /> incurred in this annexation. It is the Planning Commission's desire <br /> that any development to be made in this annexed area would be subject <br /> to review by the Laurel Hill Neighborhood Committee group. <br /> Public hearing was opened. <br /> Louis W. Durchanek, 1760 Sylvan Street, indicated that at a November <br /> 15, qeneral meeting held with the Laurel Hill Neighborhood Group he <br /> was elected to be the neighborhood representative on this annexation <br /> issue. He indicated the group initially requested consideration on <br /> access for this annexed area in construction as they feel there are <br /> two serious bottlenecks existing at the present time. What takes <br /> place in this annexation will set precedent for the remainder of the <br /> East Hills slope development. He indicated it was the hope of the <br /> group that they could now ask the Council to consider the development <br /> of the access during the development of the annexed area and that the e <br />- group would have some involvement in decision making over the actual <br /> physical impact that is projected for the area. <br /> Dean Greenwood, 1297 High Street, spoke as a representative for the <br /> developers of the proposed annexed area. He indicated that the <br /> developers will try, and have been trying, to work with the people <br /> in that area and that the developers will want to consider the needs <br /> of the people of that area as best they can during the work of the <br /> project. He indicated that the developers and the people in that <br /> area do not agree on the way the area should be developed and that <br /> perhaps some of the people in that area do not know what's best for <br /> that area. He indicated the developers feel that Laurel Hill Drive <br /> should be paved and some of the people in that area also are in favor <br /> of that. The developers intend to meet with the Laurel Hills Neigh- <br /> borhood group again to discuss further changes that might need to be <br /> made. He indicated that changes are still being made. <br /> Jim Banks, 2111 Riverview, spoke only as a representative of himself. <br /> He indicated that he felt that this development as planned is going to <br /> be too dense. He felt that it would be necessary to have less than <br /> four dwellings per acre to preserve the land contours and that he <br /> understands the density proposed is five to six dwellings per acre <br /> if the roads aren't counted.
