Ms. Solomon noted a movement to spur the improvement of Eugene relations with Lane County and looked <br />forward to seeing how that worked out. She said it would be useful to know what was going on with the <br />County agenda, and asked that Board of County Commissioners agendas be included in her meeting packets. <br /> <br />Mr. Pryor said he attended the recent State of Caring presentation regarding the community trend survey, <br />and the economic indicators for a variety of areas were presented; some were positive, and some had gone <br />down. He emphasized that there was much remaining to be done in the area of human services. He <br />encouraged those listening to visit the United Way web site to view the data. <br /> <br />Mr. Pryor said he recently played miniature golf with Mayor Piercy and Mayor Sid Leiken and, in fact had <br />been playing with Mrs. Leiken in a foursome against the mayors. He announced that the final score was a <br />tie. <br /> <br />Ms. Bettman had no items. <br /> <br />Mr. Papd said he attended a meeting of River Avenue residents, and thanked City Manager Dennis Taylor <br />for the effort of the Public Works Department in attempting to determine what residents and business <br />owners wanted in the area. There apparently had been a misunderstanding about who paid for bicycle paths, <br />and he wanted to ensure that residents understood those costs were not included in the assessment. <br /> <br />Mr. Papd also commended Assistant City Manager Jim Carlson for hiring consultant David Reed and <br />Associates to work with the River Road/Santa Clara transition team, and noted that James Rapp of the <br />consultant team had authored a white paper outlining the various options for service delivery in that area. <br />He encouraged councilors to read the white paper. <br /> <br />Mr. Papd said at a recent meeting of the Board of Directors of the Lane Council of Governments, the board <br />heard a presentation from Bob Warren of the Oregon Economic and Community Development Department <br />(OECDD). He suggested the council schedule a similar presentation and take advantage of Mr. Warren's <br />expertise and awareness of different funding sources. <br /> <br />Mr. Papd suggested the council hold a work session on the outcome of the parks and open space bond <br />measure. <br /> <br />Mr. Kelly mentioned the Human Rights Commission's recent well-attended and reasonably well-reported-on <br />public forum on the proposed code amendments related to gender identity. The commission would soon <br />discuss what, if anything, it would forward to the council. <br /> <br />Mr. Kelly reported that the Region 2050 effort received some funding to do regional computer modeling of <br />the transportation system, which would be important to the ultimate decisions and recommendations of the <br />Region 2050 steering committee. A preliminary examination of the system was made, and that examination <br />indicated that regardless of the scenario chosen, if the population grew by the same amount, ~it was very <br />difficult to imagine" that the community would be able to secure funding for road capacity improvements to <br />keep traffic at the current level of congestion. He speculated that an overarching discussion of ~adjusting <br />expectations" and thinking of other ways to rely less on auto transportation would be needed.
