<br /> January 21, 2020, Public Hearing – Item 1 <br />In July 2018, City Council unanimously adopted Picture. Plan. Play. A Vision and Implementation <br />Plan for Eugene’s Parks and Recreation System, commonly referred to as the Parks and Recreation System Plan. This plan was built on the input of over 12,000 individuals who participated in a multi-year, award-winning public engagement process. With the adoption of that plan, a new project list and priorities for project implementation were established. That project list and its accompanying priorities are the basis for the updated SDC methodology. The City Council held work sessions in July and October, 2019, that included information on the proposed methodology, the impact on SDC rates, and implementation options. The proposal that is the subject of this public hearing includes many of the concepts that were discussed in those work sessions. <br />o A calibrated 20-year project list that has been carefully honed to a reasonable set of projects that can fairly be attributed to growth and are required to build a more equitable parks and recreation system. <br />o A progressive residential rate structure that is based on occupancy rates of different sized dwellings and has the effect of incentivizing smaller, more affordable homes. <br />o A two-year phasing plan for rate categories that will see an increase under the new methodology. Rate categories that will see a rate reduction will see the full rate reduction in year one. These include accessory dwelling units, single-family dwellings that are 800 square feet and smaller, and studio apartments. In addition to the public hearing notice provided for all city ordinances, written notice of the proposed modifications to the parks and recreation SDC methodology was provided to interested parties 90 days prior to this public hearing. The proposed modifications to the parks and recreation methodology were posted on the City’s website and made available to all interested parties 60 days prior to this public hearing. Another notice was mailed to interested parties 30 days prior to the hearing. The modifications to the parks and recreation SDC methodology require changes to numerous documents. These changes are proposed through three council actions summarized below: <br /> An ordinance amending one section of Chapter 7 of the Eugene Code to identify the proposed Parks and Recreation SDC Project Plan as the capital improvement plan to serve as the basis for expending parks and recreation SDC revenues. It also establishes an effective date of the ordinance of 60 days after City Council adoption. See this proposed ordinance in Attachment A. <br /> A resolution adopting the Parks and Recreation SDC Project Plan. The plan includes a list of the parks and recreation capital improvements that the City intends to fund with revenues from parks and recreation SDC improvement fees, and the estimated costs, timing and percentage of costs eligible to be funded with revenues from improvement fees for those capital improvements, as provided in ORS 223.309. This resolution also repeals the Parks Recreation and Open Space Project and Priority Plan.
