<br />January 21, 2020, Public Hearing – Item 1 <br />o Modifications to Appendix A “Definitions of General Terms and Transportation Use Codes” to update the definitions of general terms referenced in the proposed parks and recreation SDC methodology documents. <br />o Modifications to Appendix F “Local SDC System Formulas and General Fee Schedule” to update the formulas and rates that pertain to the proposed parks and recreation SDC methodology. <br />o A replacement of Appendix E “Parks and Recreation System Development Charge System Specific Methodology and Details” to describe the proposed parks and recreation SDC methodology. <br />o An Exhibit that provides the parks and recreation SDC rates that will be in effect for the first year after adoption (4/13/20 – 4/12/21). These rates reflect 50 percent of the rate increase and 100 percent of any rate decrease that result from the proposed methodology. The full rate that is described in Appendix F will take effect on April 12, 2021. See this proposed resolution and methodology documents in Attachment C. <br />Proposed Next Steps A City Council work session and possible action is scheduled for February 12, 2020. <br />PREVIOUS COUNCIL DIRECTION July 16, 2018, Public Hearing City Council unanimously adopted Picture. Plan. Play. A Vision and Implementation Plan for <br />Eugene’s Parks and Recreation System. The projects and priorities in this plan are the basis for the proposed Parks and Recreation SDC methodology.
