MINUTES <br /> <br /> Eugene City Council <br /> McNutt Room--City Hall <br /> <br /> October 25, 1999 <br /> 7:30 p.m. <br /> <br />COUNCILORS PRESENT: Scott Meisner, Nancy Nathanson, Gary Rayor, Betty Taylor, David <br /> Kelly, Gary Pap~. <br /> <br />COUNCILORS ABSENT: Pat Fart, Bobby Lee; Mayor James D. Torrey. <br /> <br />In the absence of Mayor Torrey, Council President Meisner called the meeting of the Eugene City <br />Council to order. <br /> <br /> i. PUBLIC FORUM <br /> <br />Councilor Meisner reviewed the rules of the public forum. <br /> <br />David Hinkley, 1308 Jefferson Street, spoke as chair of the Jefferson Area Neighbors. He <br />submitted a letter to the council regarding the dispersal of infill housing units in the <br />Jefferson/Westside area. <br /> <br />Nick Urhausen, 2858 Warren Street, spoke against the Hyundai resolution. He called the <br />resolution politically hypocritical and said that the Human Rights Commissioners were political <br />bullies. He noted that Hyundai brought numerous jobs into the community. <br /> <br />Councilor Meisner called for councilors' responses. <br /> <br />Councilor Rayor responded to Mr. Hinkley. He said that most of the westside neighborhood was <br />zoned R-2 and the only way to effect the dispersal that Mr. Hinkley was talking about was through <br />the Land Use Code Update. <br /> <br />Councilor Kelly also replied to Mr. Hinkley's comments.
