II. CONSENT CALENDAR <br /> <br /> A. Approval of City Council Minutes <br /> <br /> August 9, 1999, Council Meeting; September 8, 1999 Work Session; September 22, 1999, <br /> Work Session; September 27, 1999, Council Meeting; September 29, 1999, Joint Elected <br /> Officials Meeting; <br /> <br /> Councilor Nathanson, seconded by Councilor Taylor, moved to approve the <br /> items on the Consent Calendar. <br /> <br />Councilor Nathanson offered an alternative wording to paragraph 2 of page 6 of the minutes of <br />September 8: "Ms. Nathanson suggested that if the staff presentation was shown in other places <br />or on Metrovision, which she thought it should be, she wanted one change. She pointed out that <br />there were several examples of costs generally listed as 'cons' that raised the issue of life cycle <br />costs for her. Ms. Nathanson pointed out that while it might cost 30 percent more to build a <br />certain kind of street, that street could require less long-term expense than a street built to a <br />lesser standard. She said that the initial cost was not the only cost to taxpayers to worry about." <br /> <br />Councilor Kelly offered a correction to page 3 of the September 8 minutes. He noted that the <br />name Hawken was misspelled in paragraph 10. He also asked that the second sentence in the <br />following paragraph be modified as follows (struck text deleted; italicized text added): "He said <br />that there is a council goal regarding sustainability and a definition that articulated that goal which <br />~ would be the start toward an overarching policy." <br /> <br />Councilor Meisner also had a correction to the September 8 minutes. Referring to paragraph 7 on <br />page 11, he said the word "redistricting" should be proceeded by the word not. <br /> <br />Councilor Taylor asked that the minutes of September 8 be set aside until she could listen to the <br />audio tape and formulate a correction. The council agreed. Councilor Meisner determined that <br />there was no objection to the other suggested revisions to the minutes of September 8. <br /> <br /> Roll call vote; the motion to approve the Consent Calender passed <br />unanimously. <br /> <br /> II1. PUBLIC HEARING: ORDINANCE VACATING A PORTION OF THE ALLEY RIGHT- <br /> OF-WAY LOCATED ON THE NORTH HALF OF THE NORTH-SOUTH ALLEY <br /> BETWEEN WEST l0TM AVENUE AND WEST 11TM AVENUE, WEST OF OLIVE <br /> STREET AND EAST OF CHARNELTON STREET. <br /> <br />Councilor Meisner opened the public hearing.
