WESTSIDE NEIGH130RHOOD PLAN <br />INTRODUCTION <br />- <br />The Wes is i de Neighborhood Plan is a refi nement of the Eugene - Spri ng f i el d Metro- <br />pot i tan Area General PI an. , I t should be used by the- Ci ty of Eugene. as the basis <br />for decisions which affect either the physical or social fabric of the neigh- <br />borhood. It represents the work, over a period greater than two years, of the <br />Wests i de Neighborhood Quality Project one of Eugene's first organized neigh- <br />borhood groups.- <br />The area encompassed by this refinement plan extends from 7th Avenue on the <br />north to-13th Avenue on the south, and from Chambers Street on the west to <br />Washington Street on the east. <br />The Westsi'de Neighborhood Plan is di into four major parts: Land Use; <br />Traffic and Transportation; Housing; and Social , Cultural', and Recreational <br />Concerns. Each of these sections contains goals, policies, and recommenda- <br />tions for carrying out the refinement plan. <br />People of many ages and backgrounds l i v e in the Wes is i de Neighborhood, wi thin <br />easy access of the cultural and commercial center of the city. Many of the <br />homes are 'oriented toward the street. They have large front porches which seem <br />to one to "sit a spell" and watch the world go by. Such neighborliness, <br />so much a part of the American l i f e when these homes were built in the first, <br />third of the century, is becoming more and more difficult to sustain as the <br />effects of ur za ti on take. their toll. In Eugene's Wests i de it is sti - pos- <br />si ble to enjoy this friendly atmosphere in an urban neighborhood. <br />There are, however, many difficulties in attempting to maintain a qual i ty, <br />close-in residential community in Eugene's Westsi_de: <br />1. Land -use and taxation policies have made-it difficult to maintain <br />adequately the homes in the neighborhood. Speculative hol ding of <br />property has resulted in deterioration of many buildings. <br />2. While the diverse population is one of the main assets of the <br />neighborhood, it creates difficulty in providing adequate and <br />appropriate housing, recreation, and. services for all. <br />3. The defined-area is surrounded and bisected by heavi trafficked <br />streets. The ensuing noise and air pol lution detract from the <br />quality of l i f e . - <br />'To encourage what contributes to the quality of l i f e in the Wes is i de Neighbor- <br />hood and ' to discourage what does not, the primaril y- residential nature of the <br />area should be preserved, restored, and improved. There 'are several major <br />factors involved i n , th i s : <br />1. The existing houses fri the area must be maintained and improved. <br />Areas of higher density housing should be planned carefully to <br />harmonize with lower density residences. <br />�i <br />-1- <br />
