worked-with City staff to provide forums for discussions of annexation issues. <br />Issues such as annexation and the transfer of planning and bu 1 di ng permit <br />processing to the City from the County will necessitate increased communica- <br />tion and cooperation between the City and these community organizations in <br />the future. <br />Adoption of a formal limited neighborhood recognition policy for these <br />community organizations would be in the public interest and would: <br />(a) Create a clear link between the City and each of the organi- <br />zations, providing an opportunity for residents and property owners in <br />the areas to become more familiar with the City, the manner in which <br />it operates, and the benefits it has to offer. <br />(b) Improve commun'i cati on s between the City and these organiza- <br />tions by enabling the leaders of the organizations to become. members <br />of the Eugene Neighborhood Leaders Association, and i n s ng that the <br />City's Neighborhood Liaison would attend regular meetings of the organi- <br />zations as the City's representative. <br />(c) Provide that upon formal recognition, the organizations <br />would become advisory groups to the City Council , .Planning Commission, <br />and other city boards and commissions on matters affecting their <br />neighborhoods. <br />(d) Insure that members of the organizations would be invited <br />to attend neighborhood workshops, including, but not limited to <br />neighborhood health and safety, leadership, and newsletter workshops. <br />(e) Enable the utilization of the existing process for -referrals <br />to neighborhood groups in the event the transfer of planning and .build - <br />i ng permits from the County to the City is approved. <br />Resolution - 2 <br />
