MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8"' Avenue <br />Eugene, Oregon 97401 <br />February 11, 2013 <br />7:30 p.m. <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Greg Evans, <br />Claire Syrett, Chris Pryor <br />Her Honor, Mayor Piercy called the February 11, 2013, regular meeting of the Eugene City <br />Council to order. <br />1. PUBLIC FORUM: <br />Mary Salinas - Homeless advocate, spoke in opposition to child pornography. <br />Jan Aho — Said Human Services Commission is a valuable investment, shared a success story. <br />Leroy Marney - Concerned about Capstone project and construction standards in Enterprise Zones. <br />Bill Bezuk - Supported urban farming, but wants standards to be fair and reasonable. <br />Patrick B. Smith — Expressed concerns about Enterprise Zone construction and tax exemptions. <br />Barb Prentice — Interfaith Occupy and SLEEPS, asked how funds for homeless have been spent. <br />Cindy Clarke — AFSCME, expressed concern about proposed budget cuts and how it impacts workers. <br />David Ivan Piccioni - Supported farming within City limits, and animal farming for various reasons. <br />Bob Cassidy — supported asking the voters about budget gap. <br />Kirstin Lee - Looking Glass, Runaway Services, asked for increased funding for youth programs. <br />Rev. Wayne Martin - Pleased to see the Dalai Lama will be in Eugene. <br />Jerry Maul — Owner of pest control agency, concerned about rat problems, related to farm animal feed. <br />Erin Bonner - Veneta resident, said HSC funding for human services is a priority. <br />Jeff McGillivray - Concerned about tax credits for non -local and unlicensed workers at Capstone. <br />Kelly Sutherland - Relief Nursery, spoke about service fee and community support for human services. <br />Helen Liguori - Homeless advocate, expressed frustration with pace of efforts to help homeless. <br />Art Bollmann - Homeless advocate, frustrated at lack of action related to opportunity Eugene campsite. <br />Brad Foster — Supported Urban Farm Animal ordinance allowing more beehives /smaller setback. <br />Kimberly Gladen — Said downtown is important, but supports philanthropy, not socialism. <br />Susan Thomas — Supported urban farming ordinance and allowing more hives /reducing setback. <br />Beverlee Hughes — Food For Lane County, asked that funding be in place for social service agencies. <br />Rose Wilde - Asked for HSC funding support, especially for needed services like Womenspace. <br />Brian Weaver - Supported a levy, not a fee, noting concerns about EmX and general transportation. <br />2. CONSENT CALENDAR <br />A. Approval of City Council Minutes for January 22, 23, 28 and 30, 2013. <br />B. Approval of Tentative Working Agenda <br />C. Adoption of a Resolution Concerning the 2013 Oregon Legislature and the City Council <br />Committee on Intergovernmental Relations Operating Agreements Adopted By Resolution No. <br />5043. <br />MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, moved to approve the <br />items on the Consent Calendar.
