Anderson at 7:30 p.m. on February 23, 1970, in the Council Chamber with the <br />following councilmen present: Messrs. McDonald and Teague, Mrs. Hayward, Messrs. Purdy, and <br />Gribskov, MFS. Beal and Messrs. Mohr and Williams. <br /> <br />Minutes of the meeting held February 9, 1970, as mailed to Council members, were approved. <br /> <br />Appointments - Mayor Anderson announced the appointment of David G. Sparks to replace Douglas <br />Orme on the Library Board, for a term ending January 1, 1974. <br /> <br />Dr.Purdy nominated Mr. James L. Hershner; as a freeholder for Ward 3 on the Budget Committee,to <br />replace Wilfred R. Stephens. Term ends December 31, 1972. <br /> <br />Mr. McDonald moved seconded by Mr. Teague that approval be given to the appointments listed above. <br />Motion carried. <br /> <br />All-America City. Eugene - Mr. Wally Olson, representative of Curtis Publishing Company congratulated <br />Eugene for being the only city in the entire western half of the United States to be selected as an <br />All-America Award City. Mr. Olson presented an engraved copy of Look Magazine to the Mayor. <br /> <br />He thanked <br /> <br />Initiative petitions - The City Attorney reported that on City initiative measures, petitions should <br />be filed more than 70 days prior to date of the next election. Therefore, petitions could be placed <br />before the Council at the next regular Council meeting for placement on the Ballot at a special elec- <br />tion to be held in con4unction with the statewide primary. <br /> <br />r <br />I <br /> <br />The City Attorney said the recorder must present the proposed amendments to the charter to the Council <br />and the Council must take action to call a special election in conjunction with the state election. <br /> <br />COMMITTEE REPORTS <br /> <br />Meeting held February 11, 1970: <br /> <br />~Present: <br /> <br />Mayor Anderson; Councilmen Hayward, Purdy, Teague, Beal, Gribskov, Mohr and Williams; <br />City Manager and staff; and others. <br /> <br />1. <br /> <br />Items from Mayor and Council <br />a. Preliminary Budget - Items for consideration for preliminary budget should be <br />submitted to the City Manager not later than February 28, 1970 <br /> <br />Mr. McDonald moved seconded by Mr. Teague to receive and place on file Item la of the Committee <br />report. <br /> <br />City Manager commented that the first budget committee meeting will be in the second week of March. <br /> <br />Vote taken on motion. Motion carried. <br /> <br />b. Human Rights Ordinance - Councilman Mohr was concerned that, in a recent discrimination <br />case, the defendant elected to forfeit bail of $100, rather than appear for trial. <br />Councilman Mohr suggested that the bail be increased to $500 to discourage for- <br />feiture, and co~tinuation Of discrimination practices by owners. <br /> <br />Mr. Mohr requested that the City Attorney prepare an amendment to this effect, and <br />that a section be added requiring a condition to a contractual ag~eement with the <br />city of Eugene that a contractor must sign a statement of compliance with the pro- <br />visions of the Human Rights Ordinance. Councilman Mohr felt this represented <br />another major step to provide for application of the principles of the City's <br />Human Rights Ordinance. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to receive and file Item lb of the Committee report. <br /> <br />Mr. Mohr seconded by Mrs. Hayward moved to amend the motion to file this item, and request the Human <br />Rights Commission to consider a proposed amendment to the Human Rights Ordinance. regarding. anti~ - <br />discrimination certificates in city contracts and increasing the fine for violation. Motion Carried. <br /> <br />c. Council By-Laws - Councilman Mohr suggested amendment of Council By-Laws to require a <br />2/3 vote on any Council Resolutions for passage. <br /> <br />Ii <br />I' <br />1\ <br /> <br />In reply to Dr. Purdy, the City Attorney said he would report to the Council whether <br />this was a 'provision of the charter, and whether a charter amendment would be <br />required if they wished tq accomplish this. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to receive and file Item lc of the Committee report.
