Anderson at 7:30 p.m. on June' 8, 1970 in the Council Chamber, with the following <br />Councilmen present: Messrs. McDonald, Teague; Mrs. Hayward; Dr. Purdy;' Messrs. Mohr and Williams. <br />Mrs. Beal and Mr. Gribskov were absent. ' <br /> <br />Minutes of the meeting held May 11, 1970, as mailed to Council members, were approved. <br /> <br />International Cooperation Award - The Mayor introduced Mr. Kevin Cape who presented an International <br />Cooperation Award to Miss Lucinda Bascom for her outstanding contribution in organizing the UNICEF <br />Drive. Mr. Cape presented International Cooperation Awards to seven members of the Howard School <br />Sixth Grade Class, who prepared a film strip about the United Nations. Those receiving this award <br />were: Norman Donohue, Lori Templeton, Paula Luttio, Jennifer Leek, Beth Durbin, Kirk Major and <br />Ron Young. <br /> <br />Mayor Anderson extended congratulations of the Council to these young people for their fine work. <br /> <br />Proclamation, Results of the Election of May 26, 1970 - The City Manager read a proclamation of the <br />results of the election held in the city of Eugene, on May 26, 1970. <br /> <br />Mr. McDonald moved seconded by Mr. Teague that the Council approve the Proclamation of the results of <br />Measures 51, 52, 53 and 54, as recorded by the election board and by the City Manager. The motion <br />carried. <br /> <br />Public Hearing, Amend Sign Code - The Planning Commission recommended the adoption of amendments to <br />the Eugene Sign Code. The Superintendent of Building outlined,the proposed changes, and explained <br />the need for changes. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to approve the recommendation of the Planning Commission <br />I <br />and to adopt the amendments to the sign code. <br /> <br />Dr. Purdy requested an opinion regarding the legality of the prohibition of signs on vehicles in the <br />public right of way. The City Attorney said that the Council had the power to establish this ruling, <br />and that it was consistent with the practice of the Sign Board regarding vehicles and trailers. <br /> <br />Dr. Purdy was concerned regarding Section 7 that members of the .billboard industry were not,present, <br />and felt that they should have been notified. The Planning Director said that they had been notified <br />orally~ Dr. Purdy felt the hearing should be continued to allow interested persons time to appear. <br /> <br />" <br />'I <br />II <br />I: <br />" <br />II <br />!I <br /> <br />I, <br />II <br />II <br />Ii <br />I' <br /> <br />II <br />II <br />Ii <br />II <br />,I <br />'I <br />~ I <br /> <br />Mr. Williams moved that this item be continued to the next regular council meeting. <br /> <br />The City Manager pointed out that the motion was only to approve the recommendation for the amend- <br />ment of the Sign Code, and that the purpose could be achieved by withholding a vote on the ordinance <br />itself. <br /> <br />, ., <br />Mr. Williams withdrew his motion. <br /> <br />A vote was taken on the motion. The motion carried. <br /> <br />Electrical Code - A hearing was held on June 1, 1970, on the proposed amendments to the electrical <br />code with certain state and local amendments. At ,that time, two different versions of the ordinance <br />were presented and th~ Council was unable to make, a decision after the public hearing. This item <br />was postponed for further Council discussion on June 8, 1970. <br /> <br />Mr. Teague, Chairman of the Council subcommittee, said that they had presented the majority and <br />minority reports, and that he was in the minority. Therefore, he requested that Mrs. Hayward make <br />a motion. <br /> <br />Mrs. Hayward moved seconded by Mr. Mohr .that the Eugene City Council adopt the National Electrical <br />Code with state amendments as recommended by the majority of the subcommittee, and as recommended by <br />the City of Eugene staff. <br /> <br />I <br />I <br />I <br />I <br />II <br />p <br />I; <br />,I <br />I: <br />Ii <br />Ii <br />'I <br />II <br />II <br />Ii <br />I! <br />r <br />II <br />I: <br />I: <br />Ii <br />I' <br />I! <br />;! <br />II <br />I <br /> <br />Mr. Teague moved seconded by Mr. McDonald to,amend the mo~ion to accept the electrical code submitted <br />by the Electrical Board Electrical Committee. <br /> <br />Councilman Mohr questioned whether the motion was not a hostile motion, in that, if it. passed, the <br />original motion would become an,entirely different motion. <br /> <br />Mr. Teague withdrew the amendment, and moved seconded by Mr. McDonald to accept the Electrical Code <br />with'state amendments plus the three following amendments: 1. Main disconnect; 2. Spare spaces in <br />panel; 3. Stub-ins to panel. Mr. Teague also included as part of the amendment that a committee com- <br />posed of one member of the Electrical Code Committee, one staff member and a representative of the <br />Council be appointed by the Mayor to consider other possible amendments regarding safety. <br /> <br />Councilman Mohr requested that the motion be separated into two parts and voted upon. <br /> <br />Mr. Teague said that he would separate the motion, and Mr. McDonald agreed. <br /> <br />6/8/70 1 <br /> <br />.... <br />
