Obie. <br /> 1. PUBLIC HEARING: ANNEXATION/REZONING REQUEST FOR PROPERTY LOCATED ON <br /> BOTH SIDES OF RIVER ROAD, SOUTH OF CROCKER LANE AND NORTH OF THE <br /> EXISTING CITY LIMITS (TWELFTH STREET DEVELOPMENT CORPORATION, ET AL) <br /> (AZ 87-8) <br /> Assistant City Manager Dave Whitlow introduced the item. Cathy Czerniak of <br /> the Planning Department gave the staff report. She said the annexation <br /> proposal is for 17 tax lots totaling 13.5 acres. No nonconsenting property <br /> owners are included in the proposal. Eleven of the properties are privately <br />e owned and six tax lots are Lane County rights-of-way. Ms. Czerniak said River <br /> Road is being widened and the Chambers Connector is being constructed in the <br /> area of the annexation proposal. Annexation at this time will permit property <br /> owners to connect to sewers during construction. <br /> Ms. Czerniak said the Planning Commission received testimony about <br /> notification to the River Road Community Organization. A change in the <br /> executive board membership of the organization resulted in some members not <br /> being notified of the proposal. She said the Planning Commissioners noted <br /> that their decision was made without benefit of testimony from the <br /> organization but the commission noted that community organization <br /> representatives will be able to testify before the Ci ty Council and the <br /> Boundary Commission. The Planning Commission unanimously recommended <br /> approval of the proposal. If it is approved, the Tax Differential Plan for <br /> the River Road area will be applied. <br /> Ms. Czerniak discussed concerns expressed to the Planning Commission about the <br /> recommended rezoning of Tax Lot 200 which is currently zoned for residential <br /> use. The staff recommended Tax Lot 200 be rezoned for commercial use. She <br /> said Tax Lot 100 north of Tax Lot 200 is zoned for commercial use but it is not <br /> known when Tax Lot 100 was zoned for commercial use. It is possible the <br /> rezoning was a transcription error; however, the Lane County Board of <br /> Commissioners legislatively adopted the commercial zoning during the urban <br /> transition. <br />e MINUTES--Eugene City Council October 26, 1987 Page 1 <br />
