<br /> M I NUT E S <br />e Eugene City Council <br /> Regular Public Meeting <br /> City Council Chamber <br /> December 7, 1987 <br /> 8 p.m. <br /> PRESENT: Cynthia Wooten, Roger Rutan, Robert Bennett, Freeman Holmer, <br /> Jeff Miller, Emily Schue, Ruth Bascom. <br /> ABSENT: Debra Ehrman. <br /> The regular meeting of the City Council of the City of Eugene, Oregon, was <br /> called to order by His Honor Mayor Brian B. Obie. <br /> 1. PUBLIC FORUM <br /> Mayor Obie gave an opportunity to those who wished to address the council <br /> about subjects that are not scheduled for council consideration. <br /> Paul Engelking, 32 N. Alder, Lowell, told the council he was crossing the <br /> intersection of Franklin and Agate streets on October 29, 1987, when he was <br />e struck by a vehicle making a left turn. He said a traffic sign allowing only a <br /> 1 eft or ri ght turn from Agate Street makes it dangerous for pedestrians <br /> crossing in the crosswalk. In addition, he said the sign is an inducement for <br /> left-turning traffic to violate ORS 811.350, which stipulates the conditions <br /> for a dangerous left turn. Mr. Engelking said he has been informed by the <br /> City's Transportation Division that a plan is available that would make the <br /> intersection more safe. He asked the council to allocate enough money so that <br /> such a project could be completed. Mr. Engelking submitted a written copy of <br /> hi s comments. <br /> II. PUBLIC HEARINGS <br /> A. Annexation/Rezoning Request For Properties Located On Both <br /> Sides Of Prairie Road, North Of Irving Road And South Of Kaiser <br /> Avenue (HERBERT, UNITED PIPE, SHERMAN, ET AL) (AZ 87-12) <br /> City Manager Mike Gleason introduced the item. Cathy Czerniak, Planning <br /> Department, presented the staff report. She said the annexation consists of <br /> nine tax lots currently industrially zoned and designated, and portions of <br /> Prairie Road and Leghorn rights-of-way. The properties are within the urban <br /> growth boundry and located on both sides of Prairie Road between Irving Road <br /> and Kaiser Avenue. <br />- MINUTES--Eugene City Council December 7, 1987 Page 1 <br /> , <br />
