<br /> M I NUT E S <br /> e <br /> Eugene City Council <br /> City Council Chamber <br /> October 23, 1985 <br /> Noon <br /> COUNCILORS PRESENT: Cynthia Wooten, Richard Hansen (noon-l :40 p.m.), Emily <br /> Schue, Freeman Holmer, Ruth Bascom, Debra Ehrman, Roger <br /> Rutan (noon-l :23 p.m.), Jeff Miller. <br /> The ,adjourned meeting from October 14, 1985, of the City Council of the City <br /> of Eugene, Oregon, was called to order by His Honor Mayor Brian B. Obie. <br /> I. ITEMS FROM MAYOR AND COUNCIL, APPOINTMENTS, ANNOUNCEMENTS, AGENDA <br /> ADJUSTMENTS <br /> A. Memo from Councilor Miller Concerning Proposed Income Tax Debate <br /> Councilor Miller read his memorandum dated October 23, 1985, to the Mayor <br /> and members of the council. In the memo, he said he was disturbed by the <br /> charges made by Lane County Commissioner DeFazio that the proposed City <br /> income tax would produce over $100 million more than is needed to fund the <br /> e proposed projects. Mr. Miller said Mr. DeFazio had demeanded the character <br /> of the City Council by distorting reality and truth. Mr. Miller suggested <br /> reporters for the mass media seek out the truth and disclose it. He said the <br /> citizens of Eugene have a right to know the truth from unbiased journalists <br /> who seek out the complexities of the issue. <br /> Mr. Miller urged Mayor Obie not to participate in a debate with Commissioner <br /> DeFazio about the City income tax proposal. Mr. Miller said the citizens of <br /> the City and Lane County would be the victims of such a debate. He said it <br /> is important that all elected officials work together in these turbulent <br /> times. He suggested the City Councilors and Lane County Commissioners sit <br /> down and talk about the income tax issues in a work session He said those <br /> who take a stand against the City income tax should do so with integrity. <br /> They should oppose the tax on philosophical, practical or political grounds. <br /> They should not distort the truth. <br /> B. Eugene Agenda Committee <br /> Reporting on the Eugene Agenda Committee, Councilor Rutan said he and <br /> Councilor Schue are co-chairs of the committee. They have been explaining to <br /> as many people as possible that the City income tax proposal is the best <br /> alternative. He said although people are concernedt there is much support <br /> for the proposal.
