<br /> e M I NUT E S <br /> Eugene City Council <br /> McNutt Room--City Hall <br /> September 16, 1992 <br /> 11:30 a.m. <br /> COUNCILORS PRESENT: Shawn Boles, Ruth Bascom, Randy MacDonald, Paul Nichol- <br /> son, Kaye Robinette. <br /> COUNCILORS ABSENT: Debra Ehrman, Bobby Green, Roger Rutan. <br /> The adjourned meeting of September 14, 1992, of the Eugene City Council was <br /> called to order by His Honor Mayor Jeff Miller. <br /> I. ITEMS FROM THE MAYOR. CITY COUNCIL. AND CITY MANAGER <br /> A. Alton Baker Park Master Plan <br /> Ms. Bascom said she wished the City Council to formally initiate an amendment <br /> to the Alton Baker Park Master Plan to amend the plan text for Land Use <br /> e Management Sub-zone lC to delete Alternative A, under Open Space Opportunity <br /> Area, leaving Alternative B. <br /> Ms. Bascom moved, seconded by Mr. MacDonald, to initiate an <br /> amendment to the Alton Baker Park Master Plan amending Land Use <br /> Management Sub-Zone 1C--Open Space Opportunity Area to delete <br /> Alternative A and related references to a golf course, driving <br /> range, and clubhouse. <br /> Mr. Boles noted that there was an initiative before voters in the next <br /> election on this issue and wondered if a council vote at this time would be <br /> seen by opponents or proponents as strengthening their respective positions. <br /> The City Attorney's Office was unable to provide a definitive answer. <br /> Ms. Bascom explained that it has already been shown that a golf course is not <br /> feasible in the park, and that a council vote is a better way of amending the <br /> master plan. <br /> Mr. Boles moved to table the topic to the first City Council <br /> meeting after the November 3, 1992, election.
