e M I NUT E S Eugene City Council McNutt Room--City Hall September 16, 1992 11:30 a.m. COUNCILORS PRESENT: Shawn Boles, Ruth Bascom, Randy MacDonald, Paul Nichol- son, Kaye Robinette. COUNCILORS ABSENT: Debra Ehrman, Bobby Green, Roger Rutan. The adjourned meeting of September 14, 1992, of the Eugene City Council was called to order by His Honor Mayor Jeff Miller. I. ITEMS FROM THE MAYOR. CITY COUNCIL. AND CITY MANAGER A. Alton Baker Park Master Plan Ms. Bascom said she wished the City Council to formally initiate an amendment to the Alton Baker Park Master Plan to amend the plan text for Land Use e Management Sub-zone lC to delete Alternative A, under Open Space Opportunity Area, leaving Alternative B. Ms. Bascom moved, seconded by Mr. MacDonald, to initiate an amendment to the Alton Baker Park Master Plan amending Land Use Management Sub-Zone 1C--Open Space Opportunity Area to delete Alternative A and related references to a golf course, driving range, and clubhouse. Mr. Boles noted that there was an initiative before voters in the next election on this issue and wondered if a council vote at this time would be seen by opponents or proponents as strengthening their respective positions. The City Attorney's Office was unable to provide a definitive answer. Ms. Bascom explained that it has already been shown that a golf course is not feasible in the park, and that a council vote is a better way of amending the master plan. Mr. Boles moved to table the topic to the first City Council meeting after the November 3, 1992, election.
