<br /> - - <br />~ <br /> M I NUT E S <br /> EUGENE CITY COUNCIL <br />e September 5, 1979 <br /> Adjourned meeting from August 27, 1979, of the City Council of the City of <br /> Eugene, Oregon, was called to order by His Honor Mayor Gus Keller, September 5, <br /> 1979, 11:45 a.m., Council Chambers, with the following Councilors present: <br /> Betty Smith, D. W. Hamel, Scott Lieuallen, Brian Obie, Gretchen Miller, and <br /> Emily Schue. Councilors Jack Delay and Eric Haws were absent. <br /> r. ITEMS FROM MAYOR AND COUNCIL, APPOINTMENTS, ANNOUNCEMENTS, AGENDA ADJUSTMENTS <br /> A. Citizens Involvement Committee Meeting--Ms. Schue announced a Citizens <br /> Involvement Committee meeting Thursday night, September 6, at which <br /> time planning processes will be explained. <br /> B. Vacancy on CIC--Ms. Schue suggested opening up applications for <br /> membership on the Citizens Involvement Committee for a longer period <br /> of time with, perhaps, interviews after that. Council concurred and <br /> it was understood applications would be accepted until October 1. <br /> C. Energy Problems--Ms. Schue would like a staff report at some future <br />e time on what can be done locally on energy problems. <br /> Manager indicated that staff would bring a report to the September 21 <br /> Council goals session. It will explore what the City has been doing, <br /> and what other cities are doing as well. <br /> Mr. Lieuallen arrived. <br /> D. Bike Path Between Quaker and Fern Ridge--Mr. Obie asked for a status <br /> report on the bike project, approved last winter, for the area between <br /> Quaker Street and Fern Ridge. <br /> E. Police "Hit List"--Ms. Smith said she is getting quite a number of <br /> calls regarding the recent Police "hit list" that came out in the <br /> paper. The 1 i st has been 1 inked to lima 11 rats. II She wonders what the <br /> City's posture should be in this matter. Manager said that increased <br /> police services have been implemented on the mall, for one thing. <br /> Also, the Mayor has met with downtown business people in an effort to <br /> alleviate problems on the mall. Mr. Lieuallen said he thought comments <br /> made by the DA were highly unprofessional and he feels that, if more <br /> should be done, the Police Chief should let the Council know.
