ADMINISTRATIVE ORDER NO. 58-20-06 <br />of the <br />Traffic Engineer of the City of Eugene <br />CLOSURE OF JEFFERSON ALLEY BETWEEN WEST 15TH AVENUE AND <br />ITS TERMINOUS AT AMAZON CREEK. <br />The Traffic Engineer of the City of Eugene finds that: <br />A. EC 5.040 authorizes the City Manager or the Manager's designee to take <br />administrative action to close or open any street to vehicular or pedestrian traffic. EC 5.055 sets forth <br />the criteria the City Manager or the City Manager's designee should consider when taking <br />administrative action authorized by EC 5.040. <br />B. On September 24, 2009, the City Manager issued Administrative Order No. 58-09-14 <br />granting the Traffic Engineer of the Public Works Department the authority to exercise all of the <br />duties and responsibilities specifically defined as those of the City Manager in Section 5.040 and <br />5.050 of the Eugene Code, 1971. <br />C. By Administrative Order No. 58-17-08, the City Manager appointed me as the City's <br />Traffic Engineer. <br />D. Pursuant to the above -authority, I intend to close Jefferson Alley to all traffic <br />(vehicular and pedestrian) between West 15th Avenue and the Alley's terminus at its intersection with <br />Amazon Creek. In making the decision to close this segment of Jefferson Alley, I considered all of <br />the applicable criteria set forth in EC 5.055, including the consideration of traffic engineering <br />principles and traffic investigations. Based on consideration of the applicable criteria set forth in EC <br />5.055, the following findings support my decision to close this segment of Jefferson Alley to all <br />traffic: <br />1. Recurring illegal activities in this segment of Jefferson Alley have created safety issues <br />for residents and Eugene Water and Electric Board and City staff. This segment of <br />Jefferson Alley provides a relatively concealed location for illegal activities, as well as a <br />convenient route (Amazon Creek) to leave the site quickly when attempting to elude <br />police. <br />2. For the reasons stated above, it is in the best interest of the public's safety to close this <br />segment of Jefferson Alley to all traffic. <br />3. Closure of this segment of Jefferson Alley was requested by the City of Eugene Police <br />Department, Eugene Water and Electric Board, and is supported by the Jefferson Westside <br />Neighbors, and a majority of neighbors adjacent to the alley. <br />Administrative Order -- Page 1 of 2 <br />
