<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br />Action: Appointments to Boards, Commissions and Committees <br /> <br />Meeting Date: October 24, 2005 Agenda Item Number: 6 <br />Department: City Manager’s Office Staff Contact: Mary Walston <br /> <br />www.eugene-or.gov Contact Telephone Number: 682-5406 <br /> <br /> <br />ISSUE STATEMENT <br />This is an action item to appoint members to the Budget Committee, Planning Commission, <br />Human Rights Commission, Toxics Board, Historic Review Board and Metropolitan Wastewater <br />Management Commission (MWMC). <br /> <br /> <br />BACKGROUND <br />Each year, the council makes appointments to boards, committees and commissions. The last <br />major recruitment and appointment process occurred in October 2004. Chapter 2 of the Eugene <br />Code addresses standing committees to the City Council and the appointment process for those. <br />For most standing committees created in the Code, the council is the appointing authority. <br /> <br />The annual recruitment for boards, committees and commissions was initiated on July 19, 2005, <br />and concluded on September 9, 2005. The recruitment was publicized on the Internet, through <br />press releases, council newsletter items, City offices, and at City-related meetings and events. In <br />addition, information and outreach on City boards, committees and commissions was available at <br />the Eugene Celebration. Notices of the vacancies were mailed to a number of community <br />organizations, and a list of interested parties. <br /> <br />Members of the council were provided with copies of the applications. From this, the council <br />selected those persons who were to be considered as finalists and who were subsequently <br />interviewed by the council. If an applicant received five or more votes to be appointed, that <br />person was presumed to be appointed and thus the motion to appoint reflects that presumption. <br /> <br />Appointments for the Lane Regional Air Pollution Authority (LRAPA) and the Whilamut Natural <br />Area Citizen Planning Committee have been set for November 14, 2005. The delay is due to a <br />conflict with the Mayor’s travel schedule. <br /> <br />The City Council appoints members to the Budget Committee, Planning Commission, Human <br />Rights Commission, and Toxics Board. For the MWMC, the Mayor nominates and the City <br />Council appoints. Finally, for the Historic Review Board, the Mayor and President of the <br />Planning Commission nominate and the City Council appoints. <br /> <br />The terms on these boards, committees and commission begin on November 1, 2005. <br />L:\CMO\2005 Council Agendas\M051024\S0510246.doc <br /> <br />
