<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br />Work Session: Eugene Comprehensive Lands Assessment <br /> <br /> <br />Meeting Date: December 9, 2009 Agenda Item Number: A <br />Department: Planning and Development Staff Contact: Jason Dedrick <br />www.eugene-or.gov Contact Telephone Number: 541-682-5451 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This work session provides council with an opportunity to discuss and take action on the resolution to <br />accept the draft products associated with the Eugene Comprehensive Lands Assessment (ECLA). <br /> <br /> <br />BACKGROUND <br /> <br />The goal of the comprehensive lands assessment is to determine whether Eugene has a sufficient supply <br />of land within the Urban Growth Boundary (UGB) to meet the projected demand for residential, <br />commercial, industrial, and public/semi-public land over the next 20 years. This work was undertaken in <br />response to House Bill 3337 which requires Eugene and Springfield to each take action to establish <br />separate urban growth boundaries. HB 3337 also requires that the first step in that process, a land needs <br />assessment, be completed by December 31, 2009. The attached resolution (Attachment A) is intended to <br />address this requirement. <br /> <br />As a result of a motion approved by the council at the October 28, 2009, work session, the resolution <br />draft <br />that is before the council today acknowledges council acceptance of a of the required land needs <br />assessment. Following additional data analysis and engagement from the community, a final assessment <br />will be presented to the council for acceptance in April of 2010. <br /> <br />Draft Land Need <br />The attached resolution includes a series of draft reports that have been previously presented to the <br />council for review. Given the draft status of these reports, it is appropriate to characterize the draft land <br />needs assessment as a potential range rather than a specific number at this point. Based on current data, <br />this range of estimated land need is identified as 1,500 to 3,000 acres. However, it is important to note <br />that additional analysis and potential adjustments to the data set, subsequent to the draft acceptance <br />between January and April 2010, could result in a land need outside of this “draft” range. <br /> <br />The range provided for council’s consideration was derived by examining the question of how much <br />land will be needed over the next 20 years given recent trends and our current policies. In answering this <br />question, a set of values was assigned to variables resulting in a baseline assumption. Based on current <br />information, this baseline assumption identifies a draft land need of 2,262 acres. The range represents <br />values that are 33% higher and 33% lower than the baseline assumption. This range of land need is <br />supported by the Community Advisory Committee (CAC), within the specific context of addressing the <br />outstanding issues and data questions, as well as the final land need prior to April 2010, and with the <br /> Z:\CMO\2009 Council Agendas\M091209\S091209A.doc <br />
