A. "Gus" Keller, Councilor Brian Obie. <br /> Regular meeting of the City Council of the City of Eugene, Oregon, was called <br /> to order by Council Vice President Cynthia Wooten in the absence of Mayor Gus <br /> Keller and City Council President Brian Obie. <br /> 1. PUBLIC HEARINGS <br /> A. Glenwood Jurisdictional Study (memo, background information <br /> distributed <br /> Ci ty Manager Micheal Gl eason introduced the agenda item. Terry Jones of <br /> the Planning Department presented the staff report. She said the Glenwood <br /> study was initiated by Eugene, Springfield, and Lane County in 1983. The <br />4It purpose of the study was to determine which City should provide urban services <br /> to Glenwood by annexation. The timing of annexation was not a purpose of <br /> the study. The Metropolitan General Plan does not indicate which jurisdiction <br /> should provide urban services to Glenwood, but the plan indicates the issue <br /> should be settled. The recommendations in the study will help plan capital <br /> improvements for Glenwood. <br /> The Citizen Advisory Team (CAT) conducted the study and LCOG coordinated it. <br /> The team held public hearings and recommended that Eugene provide urban <br /> services to the area because of timing and cost. The Glenwood Policy Committee <br /> also recommended that Eugene provide urban services. The Eugene, Springfield, <br /> and Lane County Planning Commissions concurred with the recommendation which <br /> was Alternative 2 in the study. <br /> Although the Springfield Planning Commission approved the recommendation <br /> that Eugene provide urban services to Glenwood, it indicated two concerns. <br /> The first concern was the hope that Springfield citizens will be involved in <br /> the refinement planning process for Glenwood so that the area will be an <br /> attractive entrance to Springfield. The second concern recognized the fond <br /> feeling many Springfield residents have for Glenwood residents.
