<br /> ,. <br /> '- M I NUT E S <br /> -e EUGENE CITY COUNCIL <br /> November 28, 1979 <br /> ------------------------------------------------------------------------------- <br /> Adjourned meeting from November 26, 1979, of the City Council of the City of <br /> Eugene, Oreqon, was called to order by His Honor, Mayor Gus Keller at 11:45 <br /> a.m., November 28, 1979, Council Chamber, with the followinq Councilors present: <br /> Jack Delay, Betty Smith, D.W. Hamel, Eric Haws, Scott Lieuallen, Gretchen <br /> Miller, and Emily Schue. Councilor Brian Obie was absent. <br /> ------------------------------------------------------------------------------- <br /> I. ITEMS FROM MAYOR & COUNCIL, APPOINTMENTS, ANNOUNCEMENTS, AGENDA ADJUSTMENTS <br /> A. Condominium Conversion Moratorium Ordinance--Mr. Delay referred to <br /> the State law that 30-day notice be qiven tenants prior to conversion. <br /> As of yesterday, the Patterson Tower residents had received notices <br /> of intent of conversion by reqistered mail. He wondered about these <br /> pressure tactics and wanted to know from the Attorney's office if <br /> those residents would be affected now that the moratorium has been <br /> adopted and activity has been halted. Joyce Benjamin, City Attorney's <br /> office, said the moratorium is in effect and activity is halted for <br /> six months. She cannot speculate as to what will happen after six <br /> months and why notice was mailed at this time. The residents have <br /> no obliqation to deal with the notice sent. City Manaqer clarified <br /> e that the ordinance does say that, however, if 80 percent of the <br /> tenants consent, the conversion can proceed. <br /> B. Oregon Department of Transportation Meetinq--Mrs. Miller noted that <br /> an Oreqon Department of Transportation meetinq would be held in <br /> Euqene "toniqht" and wondered if someone from Council would be <br /> attend i nq. Mayor Keller said he will be testifyinq at the meetinq, <br /> with the priority issues beinq the 6th and 7th avenues corridor and <br /> the Ferry Street Bridqe as beinq included in the six-year proqram. <br /> Mr. Lieuallen wondered about the Chambers Street connector, and City <br /> Manaqer said they efforts are continuinq on that project. Jim Farah, <br /> Planner, said the Transportation Planning Committee has discussed the <br /> issue and has established a task force to discuss it. It will be <br /> included in next year's transportation improvement proqram. Mayor <br /> indicated three other projects of concern: 1) Highway 99 North; 2) <br /> Franklin Boulevard Pedestrain/Bike Path; and 3) Laurel Hill noise <br /> barr i er . Mr. Delay wondered to what extent the Franklin Boulevard <br /> bike facility would be ~oordinated with the University. Jim Hanks, <br /> Traffic Enqineer, said they have been meetinq with the campus planners <br /> but not with reqard to the University's own internal system. Ms. <br /> Smith said she had met with the student body at the University and <br /> they are hiqhly interested in Bike Committee efforts. <br /> C. County Enerqy Proqram--Ms. Mi ller said she went to a County Commi s- <br /> sioners' meetinq "this morninq," attendinq as an individual, but she <br /> told them the City Council would want to cooperate with the County as <br /> e it Qets started on its enerQY prOQram. <br /> 11/28/79--1 <br /> ~33 <br />
