Alley Valkyrie - said camps work; the council needs to allow camps and extend hours. <br />16. Helen Shepard - said she is unhappy her tax dollars are being used against homeless. <br />17. Eric Stanton - asked the council to stop ticketing people for sleeping. <br />18. Majeska Seese -Green - said she supports the camping program expansion. <br />19. Tuck Swords - said sleep deprivation is a big problem, wants more, 24 -hour camps. <br />20. Art Bowman - said this problem has been going on a long time; it's time to fix it. <br />21. Joe Tyndall - said Opportunity Village model is too costly; find a better way. <br />22. D. Maria - said Family Shelter saved her and her family from homelessness. <br />23. Pauline Rughani - asked why sleeping tailgaters are treated differently from homeless. <br />24. Jean Stacey - said the homeless can't take anymore; we are at a Birmingham Moment. <br />25. Michael Gannon - said we've made some choices that have caused human suffering. <br />26. Donna Grant, Occupy Medical Nurse - said all facilities are over capacity now. <br />4. WORK SESSION: Civic Stadium <br />City Attorney Glenn Klein introduced the item and responded to several questions posed <br />by councilors. <br />MOTION: Councilor Evans, seconded by Councilor Brown, moved the following: <br />Whereas, it is a wide - spread community goal that: <br />1. Civic Stadium be preserved and renovated as a historic landmark that serves as <br />a vital center of community activity, and <br />2. The preservation and renovation by done with minimal or no net cost to the <br />City; <br />Therefore the Council directs the City Manager to: <br />1. Work with 4 -J School District and those organizations, such as Lane United FC, <br />Save Civic, Travel Lane County and others, whose goal is preservation and <br />renovation of Civic Stadium, to present Council with alternative plans by which <br />the community's desired goal could be achieved. <br />2. Such plans should consider at least the following: <br />a. Rehabilitation, restoration and maintenance as a sports and community <br />recreational venue and city asset. <br />b. Proposals by interested parties for public /private partnership to develop <br />and maintain the facility. <br />c. Establishment of a separate "Civic Stadium Authority" to acquire and <br />manage the Civic Stadium property and facility. <br />3. Such plans should include information from independent parties, as well as <br />staff, on projected costs, revenues and other benefits that would accrue to the <br />City of Eugene for at least the following alternatives: <br />a.
