MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8 1 h Avenue <br />Eugene, Oregon 97401 <br />September 23, 2013 <br />7:30 p.m. <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, <br />Chris Pryor, Claire Syrett, Greg Evans <br />Mayor Piercy convened the September 23, 2013, City Council meeting. <br />1. PUBLIC FORUM <br />1. Dennis Hebert, encouraged 4J and the City to cooperate to save Civic Stadium. <br />2. Charliene Toler, requested a legal places to sleep, suggested using empty buildings. <br />3. Gordon Levitt, encouraged consideration of a climate change ordinance. <br />4. Tayo Olson, said a local effort now might prevent climate change. <br />5. Julia Olson, supported empowering youth to become involved in climate protection. <br />6. Michael Carrigan, supported the City Manager's homeless camping proposal. <br />7. Patrice Dotson, asked Eugeneans to reach out and help homeless people. <br />8. Jai Veda, said homeless rest stops not enough; Eugene needs to do more. <br />9. Alley Valkryie, thanked the City for its homeless work; it's a step in the right direction. <br />10. Todd Hurlburt, thanked everyone for their work on homelessness; it's a good step. <br />11. Joshua Tonkin, said the intent at camps is to make them clean and be good neighbors. <br />12. Ronnie Aurena, said he is happy about homeless proposal, but wants EPD to be tamed. <br />13. Wayne Ford, thanked council for its work on homelessness, supported small camps. <br />14. Jerry Smith, thanked all for their work on homelessness; need to help disabled people. <br />15. James Beason, said homeless camps are not comfortable, but they're safe. <br />16. Andrew Ross, asked the council to do something for all homeless people. <br />17. Joseph Newton, said he is tenuously housed; homeless proposal is a good 1St step. <br />18. Betty Snowden, supported efforts to help the homeless; proposal is good 1St step. <br />19. Dan Bryant, conveyed support for camping proposal, noting. <br />20. Kyra Gunther, said she is new to the area; impressed by local sustainability efforts. <br />21. Donna Riddle, said homeless plan is good; now focus more on fragile people. <br />22. Susan Miller, said everyone needs to have a heart and help others. <br />23. Maile Urbancic, supported the installation of a traffic camera on Agate Street. <br />24. Scotty Perey, said camping proposal is a great beginning; we need more camps. <br />25. Dan Soeby, opposed use of Naval Reserve site for camping. <br />26. Elga Brown, supported the installation of a traffic camera on Agate Street. <br />27.
