ACTION: Adoption of Resolution Annexing Land to the City of Eugene (Pennington <br />Family Trust - A 13 -3) <br />MOTION and VOTE: Councilor Poling, seconded by Councilor Pryor, moved to <br />adopt Resolution 5093 annexing land to the City of Eugene (Pennington Family <br />Trust - A 13 -3). PASSED: 8:0. <br />4. ACTION: An Ordinance Concerning Publication of Snow Emergency Route Maps; <br />Repealing Section 5.684 of the Eugene Code, 1971; and Amending Section 5.686 of <br />that Code. <br />MOTION and VOTE: Councilor Poling, seconded by Councilor Pryor, moved to <br />adopt Council Bill 5099, an ordinance concerning publication of snow emergency <br />route maps. PASSED: 8:0. <br />5. WORK SESSION AND POSSIBLE ACTION: Homeless Camping <br />Public Works Director, Kurt Corey briefly recapped this topic. He noted that after some <br />consideration the idea of the City creating a database to connect people to services is not <br />feasible for a variety of reasons. <br />The Mayor and Council discussed several components of the `rest stop' idea. Concerns <br />were raised about specific sites such as the Naval Reserve building and the County Farm <br />property, as both are in residential areas and the Naval Reserve building is very near a <br />school. <br />MOTION and VOTE: Councilor Poling, seconded by Councilor Clark, moved to <br />direct the City Manager to not consider either the Naval Reserve Center property <br />or the County Farm property as a potential location for a homeless camp /rest stop <br />type site. <br />A friendly amendment adding the language `any additional development of those <br />areas where homeless people are camping' was accepted. <br />PASSED: 8:0. <br />Mayor Piercy shared the details of a proposed camping ordinance prepared by the City <br />Manager. <br />MINUTES — Eugene City Council September 23, 2013 Page 2 <br />Work Session <br />
