This Goal is not applicable as the subject area and actions do not affect any agricultural <br />plan designation or use. Therefore, this Goal is not relevant and the refinement Plan <br />adoption does not affect Metro Plan compliance with Statewide Planning Goal 3. <br /> <br />Goal 4 - Forest Land: To conserve forest lands by maintaining the forest land base <br /> and to protect the state's forest economy by making possible economically <br /> efficient forest practices that assure the continuous growing and harvesting <br /> of forest tree species as the leading use on forest land consistent with sound <br /> management of soil, air, water, and fish and wildlife resources and to <br /> provide for recreational opportunities and agriculture. <br /> <br />This Goal is not applicable as the subject area and actions do not affect any forest plan <br />designation or use. Therefore, this Goal is not relevant and the refinement Plan adoption <br />does not affect Metro Plan compliance with Statewide Planning Goal 4. <br /> <br />Goal 5 - Open Spaces, Scenic and Historic Areas, and Natural Resources: To <br /> conserve open space and protect natural and scenic resources. <br /> <br />The adoption of the Eugene Downtown Plan and the related code amendment do not <br />create or amend the city's list of Goal 5 resources, do not amend a code provision <br />adopted in order to protect a significant Goal 5 resource or to address specific <br />requirements of Goal 5, do not allow new uses that could be conflicting uses with a <br />significant Goal 5 resource site and do not amend the acknowledged UGB. <br /> <br />While the acknowledged Goal 5 inventory for the Eugene-Springfield Metropolitan area <br />identifies significant Goal 5 resources within the Willamette River Greenway that are <br />included in the Plan boundaries, the acknowledged Goal 5 protective measures for those <br />areas will not be affected by the Plan and code provisions. The plan and code <br />amendments do not allow any new uses. Further, development within the Willamette <br />Greenway will still be subject to a Type III application procedure as provided for in the <br />City of Eugene's Land Use Code (Chapter 9 of the Municipal Code). Refer to EC 9.7300 <br />- 9.7340; EC 9.880 - 9.8825. <br /> <br />In addition to those resources identified on the Goal 5 maps, there are Goal 5 historic <br />properties within the Downtown Plan area. The text of the Downtown Plan recognizes <br />the importance of these properties, and encourages their protection and continued use. It <br />does not change any of the acknowledged protective measures that apply to those <br />properties. <br /> <br />The refinement plan adoption and related code changes are consistent with Statewide <br />Planning Goal 5. <br /> <br />Goal 6 - Air, Water and Land Resources Quality: To maintain and improve the <br /> quality of the air, water and land resources of the state. <br /> <br />Exhibit A to Ordinance 20316 - 3 <br /> <br /> <br />
