Goal 6 requires that all discharges from future development, when combined with <br />discharges from existing development, shall not violate or threaten to violate state or <br />federal environmental quality statues, rules and standards. Discharges under this Goal <br />include all waste and other process discharges. It also requires that discharges within <br />state designated area sheds and river basins not exceed the capacity of the air, water and <br />land resources of those areas, degrade those resources or threaten the availability of those <br />resources. The adoption of the Downtown Plan and the related code amendments does <br />not affect compliance with Goal 6. <br /> <br />Goal 7 - Areas Subject to Natural Disasters and Hazards: Toprotect life and <br /> property from natural disasters and hazards. <br /> <br />Goal 7 prohibits the planning of developments subject to damage, or that could result in <br />loss of life in designated natural disaster or hazard areas, without appropriate safeguards. <br />This Goal also requires evaluation of natural hazards that could result from new <br />development. This Goal requires some consideration of the natural hazards associated <br />with the proposed development at the time development approval is contemplated by the <br />governing body. <br /> <br />This Goal is being implemented by the City through various code sections. The adoption <br />of the Downtown Plan and the related code amendments does not effect the City's <br />restrictions on development in areas subject to natural disasters and hazards. Further, the <br />adoption and amendments do not effect the City's code provisions requiring applicants <br />seeking to develop property located in an area of potentially unstable soils and all <br />applicants proposing to construct public improvements, to provide information to the City <br />regarding any potential geological or geotechnical hazards related to the development <br />site. Therefore, Goal 7 does not apply. <br /> <br />Goal 8 - Recreational Needs: To satisfy the recreational needs of the citizens of the <br /> state and visitors and, where appropriate, to provide for the siting of <br /> necessary recreational facilities including destination resorts. <br /> <br />Goal 8 ensures provision of recreation facilities to the citizens of the state. The <br />refinement plan adoption and code amendments address this Goal, since the Downtown <br />Plan recognizes and encourages downtown as a cultural and entertainment center for the <br />City. The Downtown Plan also recognizes the importance of nearby open space areas, <br />including Alton Baker Park and Skinner Butte Park. Enhanced access to the recreation <br />opportunities provided by these parks in encouraged by the Plan. Therefore, the <br />refinement plan adoption and the related code amendments are consistent with Statewide <br />Planning Goal 8. <br /> <br />Goal 9 - Economic Development: To provide adequate opportunities throughout <br /> the state for a variety of economic activities vital to the health, welfare, and <br /> prosperity of Oregon's citizens. <br /> <br />Exhibit A to Ordinance 20316 - 4 <br /> <br /> <br />
