MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8 Avenue <br />Eugene, Oregon 97401 <br />November 27, 2013 <br />12:00 P.M. <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Chris Pryor, <br />Claire Syrett, Greg Evans <br />Mayor Piercy opened the November 27, 2013, City Council meeting. <br />A. CIVIC STADIUM <br />MOTION and VOTE: Councilor Brown, seconded by Councilor Taylor, moved to direct the <br />City Manager to submit a purchase offer using Park Bond funds for Civic Stadium property to <br />the 4 -J School Board by December 3, 2013, with the offer contingent on other parties <br />entering into an agreement with the City within 60 days, satisfactory to the city manager, <br />that guarantees private funds for the cost of renovating, maintaining and operating Civic <br />Stadium. PASSED 5:4, Councilors Poling, Clark, Pryor and Evans opposed; Mayor broke tie <br />in favor. <br />EXECUTIVE SESSION: The council met in Executive Session pursuant to ORS 192.660(2)(e). <br />The council reconvened in public session. <br />MOTION: Councilor Syrett, seconded by Councilor Zelenka, moved to direct the City <br />Manager to submit a purchase offer using Park Bond funds for Civic Stadium property to <br />the 4 -J School Board by December 3, 2013, with the offer contingent on other parties <br />entering into an agreement with the City within 60 days, satisfactory to the city manager, <br />that guarantees not less than $4 million of private funds for the cost of renovating, <br />maintaining and operating Civic Stadium. <br />A friendly specifying that the party that plans to renovate, maintain and <br />operate Civic Stadium must submit a business plan contingent on Council approval was <br />accepted. <br />MOTION to AMEND and VOTE: Councilor Pryor, seconded by Councilor Clark moved to <br />amend the main motion to require not less than $5.5 million of private funds for the cost <br />of renovating, maintaining and operating Civic Stadium.
